dlankfor@vbgov.comUpdate on Crane Incident at Lesner Bridge Project
Earlier this afternoon one of the cranes being used to build the new Lesner Bridge rolled on its side as the crane operator was moving a piece of material. We are thankful that no one was hurt during this incident. Virginia Beach Police, Fire & Rescue immediately responded to assess the situation and have since left the site. The crane is located on the beach near 3556 Shore Drive and rolled toward Chesapeake Bay. Only the boom of the crane is in the bay. There have been no reported spills or discharges of hazardous materials from this incident.
McLean Contracting (the crane’s owner) is currently investigating the cause of this accident.
Westbound traffic on Shore Drive at Lesner Bridge is unaffected other than the slowing down due to rubbernecking. Traffic on eastbound Shore Drive at Lesner Bridge is heavy due to the paving operation taking place at the Vista Circle intersection which will be completed by approximately 4:00 PM this afternoon. Expect delays in this area through the PM rush hour.

(O) 757.385.8062
(C) 757.409.4353Ok, let’s answer the first question that many of you have had or are thinking: “What is all that steel framework construction taking place in the dredge material storage area south of the Lynnhaven Boat Ramps?”
The answer is: The bridge contractor is preparing the storage area to receive the pre-cast bridge segments now being stored at Atlantic Metrocast in Portsmouth. This temporary steel framework will support an overhead crane that will be used to unload/load the bridge segments from the delivery trucks and move these segments within the storage area.
The bridge contractor has also been preparing the temporary steel falsework between Pier #1 and Abutment A (this is near 3556 On The Bay condominiums) to receive the support towers and gantry trusses. The two concrete pads recently poured at Abutment A is the foundation for one of the two towers that will be erected next week. These towers will be used to support the bridge segment assembly gantry.
Casting yard production of the bridge segments is also continuing. The expansion joint segment, which is the first segment that will be placed in the bridge (on Abutment A), was cast on Tuesday (the 7th). Three of the 14 typical segments for bridge span 2 have also been cast since the last project update.
(Expansion Joint segment with ~25% of steel reinforcing installed)
The foundation work on the westbound bridge continues. The last of the ten drilled shafts at Pier #4 will be installed by today (Friday the 10th).
Over the next two weeks, the bridge contractor will;
Ø Mobilize the utility barges and drilling equipment to Pier #5 (east side of the Federal Channel in the Lynnhaven Inlet);
Ø Mobilize cranes to Abutment A to support the assembly of the bridge segment assembly gantry;
Ø Continue work on the temporary overhead crane installation at the Lynnhaven Dredge Material Storage Site;
Ø Install a cofferdam around the completed foundations at Pier #3;
Ø Install the new traffic signal poles and signal heads at the intersection of Shore Drive/Page Avenue/Vista Circle;
Ø Construct a haul road along the retaining wall adjacent to the Pointe Chesapeake property (former Duck Inn site) to support construction of Abutment B;
*** On a final note . . . The Ocean Park Civic League is having a neighborhood yard sale this Saturday, April 11th,which means that there will be a lot of additional vehicles entering/exiting East Stratford Street at Shore Drive. Since our bridge contractor will also be working this weekend, please use caution on Shore Drive when nearing the East Stratford Street intersection and when turning onto East Stratford Street going towards the boat ramps.
Because of all this activity, there will likely be more pedestrians and vehicles in this area this weekend than usual – so be alert and drive safely!

Rename the Lesner Bridge? Nope. At Pilotonline.com:
Vice Mayor Louis Jones, whose district includes the western side of Shore Drive, said he agrees with that suggestion. The decision is ultimately up to the City Council.
Bayfront Advisory Commission Chairman Kal Kassir said the results didn’t surprise him. The commission advises the City Council on issues relating to the communities along the Chesapeake Bay.

The new poles driven at the beloved Lynnhaven Boat Ramp & Beach Facility are for the #LESNERBRIDGE construction.
Thanks to everyone who helped make the #LESNERBRIDGE updates and transparency about the project possible!
From the News Release yesterday at VBGov.com:
“Open VB marks a major step forward in increasing public transparency in our budget and capital improvement projects,” said city Budget Director Catheryn Whitesell. “We implemented Open VB because citizens have a right to know how fund are being raised and allocated.”
Here’s the link to the #LESNERBRIDGE at the new Open VB website.
Here’s the Shore Drive Corridor Improvements Phase IV hot link.
The Search function in upper right hand corner of page seems to need exact name of the Project to find it.
It is a lot easier to scroll on the interactive map, and drill down/zoom in to find road projects you are interested in.
There is also a great way to find projects using the CATEGORY function.
As an example, it was easy to find the vital Sewer Pump Station Flow Monitoring & Date Storage page by drilling down in the CATEGORY function. Here’s that page.
Here’s an example of drilling down into the SERVICE function.
It was easy to find the Eastern Shore Drive Drainage Phase I page.
Thanks again to everyone who works so diligently on making government and it’s processes transparent.
Thanks to everyone at the COVB who makes it easy for the public to find it.
March 23rd 2015 update:
Aficionados of the Lesner Bridge Project:
This might be the first e-mail we’ve sent out in weeks that does not use the words “salt-and-sand solution” and “potholes,” and I consider that GOOD news. Chris rejoices below that “spring is in the air,” but I’m greedier . . . I want to see temps in the 90’s, AC’s running full blast and the sound of mosquitoes flying head first into my back yard zapper! That’s one of the best cures I know for these winter blahs.
The latest collection of facts and figures, updated for your reading pleasure, and other details are below, as explained by Chris Wojtowicz, our project manager and landlord of “Wojo’s World.” Please give this a look when you have the time, and feel free to let Chris or me know if you have any questions or need more information.

(O) 757.385.8062
(C) 757.409.4353Aaaahhhh . . . . spring is in the air! And with spring comes warmer temperatures that have the Lesner Bridge Replacement Project buzzing with activity!
Since our last update, the dredging of Crab Creek and the area in front of the wharf at the Lynnhaven Dredge Material Storage Site (LDMSS) has been completed. Much of the dredged beach-quality sand has to be stockpiled near this recently completed wharf, but some of this material was used to replenish Ocean Park Beach in preparation for the summer season.
As you have all noticed – the landscape at Lesner Bridge is beginning to change dramatically. Over the past several weeks, crews have been erecting the tall steel falsework on the west side of the bridge in preparation for assembly of the 300-foot long gantry crane that will be used to set the pre-cast concrete bridge segments into place. Assembly of this gantry will begin within the next few days, and will continue for several weeks.
Completion of the gantry assembly will be in time for arrival of the first bridge segments to the project site. The 14 segments for the first bridge span have been cast and are currently being stored in the Atlantic Metrocast yard in Portsmouth.
The expansion joint segment and the pier segments are the only pieces remaining to be built before we can begin the assembly of these units in the new westbound bridge.
Crews have made quite a bit of progress on other portions of the bridge work since the last update:
Ø Pier column #2 for the new WB bridge has been completed;
Ø 5 of the 10 drilled shafts for Pier #4 have been installed;
Ø Temporary trestle has been partially installed around the area of Pier #5;
Over the next two weeks, work will increase on the east side of the bridge as we continue to build the retaining wall, temporary wire wall, and install storm drain/other utilities at this bridge approach. The remaining drilled shafts for the foundations at pier #4 will be placed thru 3/30/2015.
Along with all of these other activities, the contractor will also begin to assemble the temporary cofferdam around the previously installed drilled shafts at Pier #3 in preparation for the construction of the foundation cap.
That’s about it for this update.
Drive safely!

Sorry for missing this when it was originally posted!
The last update on the Official Twitter feed for the #LESNERBRIDGE was in January though.
February 28th 2015 update:
Is anybody ready for spring? The Lesner Bridge project team is!
The recent spate of snow, ice, and cold has had a negative impact on the project schedule which we hope to make up once the weather warms up. This doesn’t mean that that all work has stopped though.
The dredging of Crab Creek and the area in front of the temporary wharf at the Lynnhaven Dredge Material Storage Site (LDMSS) continues today, but will be complete by tomorrow, 2/28/2015.
Ø Construction of the retaining wall along the entire length of the new eastern bridge approach (former Duck Inn property) continues and is about 50% complete;
Ø The foundation for the new traffic signal pole at located at the corner of Page Avenue and Shore drive was installed;
Ø Pier column #1 for the new WB bridge has been completed;
Ø The foundations for bridge piers 2 and 3 have been completed;
Ø The reinforcing steel for Pier column #2 has been tied and is ready for placement on the completed foundation;
Ø The contractor is preparing material for the temporary cofferdam to be built around the foundation for water Pier #3
Ø Equipment and material have been mobilized to bridge pier #4 and the temporary equipment trestle is nearing completion in preparation for installed of the foundation shafts;
Ø Four more bridge segments have been built at the casting yard which brings us past the halfway mark for Span #1 (there are 10 spans per bridge);
Over the next two weeks, work will continue on the east side of the bridge as we continue to build the retaining wall, and install storm drain/other utilities. Drilled shaft installation for the foundations at pier #4 will resume on Monday, 3/2/2015. Also next week we anticipate standing the rebar cage for Pier #2 and begin the formwork installation in preparation for placement of the concrete. The installation of the foundation for the new traffic signal pole at the corner of Vista Circle and Shore Drive (across the street from Starbucks) is also expected to take place next week..That about wraps it up for now. Stay warm, stay dry, and drive safely!

February 6th 2015 update:
Lane Closure: Tomorrow, Saturday the 7th – between the hours of 9:00 AM and 3:00 PM – there will be a single lane closure on westbound Shore Drive between Page Avenue and East Stratford Street. This lane closure is being put in place to offload the permanent steel casings for bridge pier #4.
Note: LANE CLOSURE FOR SATURDAY IS CANCELLED PER CONTRACTORDredging of Crab Creek was started this week and will continue for the next 3 weeks (complete by 2/28/2015). Just as in the last update, we advise boaters who are using this channel during this time period to be cautious of the dredging equipment when navigating the Crab Creek Channel.
Now on to the question everybody’s been asking: “What has been accomplished over the last two weeks?”
Actually, quite a lot – despite the cold temperatures.
Ø Installation of the retaining wall panels on the west side of the bridge (in front of 3556 On The Bay) has been completed;
Ø The installation of the new 16-inch water main in the western bridge approach has been completed;
Ø The first several courses of retaining wall panels along the entire length of the new eastern bridge approach (former Duck Inn property) has been placed;
Ø Several hundred feet of utility duct bank and storm drain have been constructed within the eastern bridge approach;
Ø Concrete for bridge pier column #1 was placed last week and forms will be stripped on 2/7/2015;
Ø Construction of the concrete cap at pier #2 has been completed and the reinforcing steel tied for bridge pier column #2;
Ø All of the foundation shafts for pier #3 have been constructed;
Ø Equipment and material have been mobilized to bridge pier #4 location and several of the permanent steel casings have been set;
Ø Three more bridge segments have been built at the casting yard with a fourth scheduled to be poured tomorrow, Saturday the 7th;
Over the next two weeks, you can expect to see a lot of activity on the east side of the bridge as we continue to build the retaining wall, install storm drain, and install other utilities in that location as we build up the embankment to the new bridge elevation. We will also begin installing the drilled shaft foundations at pier #4 and begin installation of the cofferdam around pier #3 in preparation for construction of the pier cap.
That’s it for now. Have a safe driving weekend!

January 23 2015 update:
Friends:
On January 16th, 2015, a major milestone was reached on the Lesner Bridge Replacement Project – the first bridge segment for the new WB (westbound) bridge was successfully cast at Atlantic Metrocast, Inc. which is located in Portsmouth, VA. This segment is shown below along with the formwork for bridge segment 2 which is being match-cast against the first bridge segment. Concrete for segment 2 was placed on January 22, 2015.
The casting yard will quickly begin to produce these bridge segments on a regular basis – all 171 one of them for the WB Bridge. Needless to say, there is a lot of exciting activity taking place right now at the casting yard as the momentum builds on the project.
The casting yard isn’t the only place where a lot of activity is taking place on the bridge replacement project. Over the past several weeks you may have also noticed a number of changes at the project site:
Ø The retaining wall on the west side of the bridge (in front of 3556 On The Bay) has nearly been completed;
Ø Construction of the retaining wall for the new bridge approach has started on the east side of the bridge along the former Duck Inn property and is rapidly taking shape;
Ø The last of the concrete for the temporary bulkhead at the Lynnhaven Dredge Material Storage Area has been placed and the bulkhead is now being backfilled with sand;
Ø The painted and faded temporary pavement markings on Shore Drive between Page Avenue and East Stratford Street have been replaced with thermoplastic markings and reflective pavement markers;
Ø Utility work within the new bridge approach on the west side of the bridge is now nearing completion. The base course for the new roadway has recently been placed and compacted in front of 3556 On The Bay Condominiums;
Ø All of the steel reinforcing and formwork has been placed for the column at pier #1. Concrete will be placed in this pier column either Tuesday or Wednesday next week;
Ø The concrete cap for pier #2 was placed last week. The steel reinforcing for the bridge column at pier #2 is now being assembled;
Ø The last of the drilled shafts at bridge pier #3 was completed this week and the bridge contactor will be making preparations to mobilize equipment to bridge pier #4 which is located next to the existing wooden fender system along the Federal Channel (there are 9 piers for each bridge);
Ø An area of Ocean Park Beach next to the new retaining wall has been prepared to receive the 30 storage containers of parts for the gantry crane that will be assembled on Pier 1 and Abutment A of the new bridge. Once this crane is assembled, the pre-cast concrete bridge segments can begin to be placed for the new bridge. Placement of these first bridge segments is expected in late April 2015 or early May 2015.
A final note to all boaters who use Crab Creek for their access to and from the Lynnhaven Boat Ramps: The annual maintenance dredging for Crab Creek and the dredging in front of the temporary bulkhead will begin on or about Monday, January 26th, 2015. Navigation of the Crab Creek channel will be maintained, however, there will be a lot of equipment out there, SO PLEASE BE CAREFUL navigating your vessel around this equipment when using Crab Creek. All dredging in this channel will be complete by February 28th, 2015.
That’s it for now. Have a safe driving weekend!
-Chris
If you’ve recently driven over the #LESNERBRIDGE you’ve noticed the toasty weather allowed Public Works the ability to get new, bright lines and reflectors added to the road both east & west bound.

About Jeremiah Denton at Wikipedia:
Denton is best known from this period of his life for the 1966 televised press conference in which he was forced to participate as an American POW by his North Vietnamese captors. He used the opportunity to communicate successfully and to confirm for the first time to the U.S. Office of Naval Intelligence and Americans that American POWs were being tortured in North Vietnam. He repeatedly blinked his eyes in Morse code during the interview, spelling out the word, “T-O-R-T-U-R-E”.

(O) 757.385.8062
(C) 757.409.4353To All:
This Lesner Bridge project update is to bring you all up to speed on the status of addressing several pavement issues on Shore Drive within the bridge project limits. We have been receiving a number of phone calls, texts, and emails regarding the faded temporary pavement markings on westbound Shore Drive just past the Page Avenue intersection, as well as the bump on eastbound Shore Drive at the Vista Circle intersection.
1) The “Bump”: A request for estimate and schedule has been submitted to a paving contractor. This estimate is due to the City no later than tomorrow, 1/16/2015. The estimate is based on the milling of the asphalt that is causing this bump in the eastbound outside lane for Shore Drive at the Vista Circle intersection and then replacing this asphalt with up to 2” of surface asphalt to match the elevation of the existing concrete pavement and eliminate the elevation difference that is causing the bump.
2) Faded Pavement Markings: We are very aware of the faded pavement markings along Shore Drive, both eastbound and westbound, and between East Stratford Street and Vista Circle/Page Avenue. We have attempted three times to replace these markings, but due to the wet weather and cold temperatures we have had to delay this maintenance work. Once we get a day where the pavement temperature is 50°F and rising, as well as dry, we will replace these painted temporary markings with a more durable thermoplastic marking. We will also place raised reflective pavement makers to help delineate the travel and turn lanes during wet weather and nighttime driving.
Once we have a definite schedule for this work, we will send out a news release announcing the date and times for the lane closures required to perform this work.
We appreciate your patience on these issues as we navigate through this period of cold and wet – typical coastal VIRGINIA – weather.
Thanks Again,
-Chris
