The following is an excellent list of Pubic Works Capital Improvement Projects (CIP) for the Bayfront area.  The list was created by the City’s Public Works Department and presented to the Bayfront Advisory Commission at their 8-18-16 general meeting.

Special Presentation –  Delegate Chris Stolle, 83rd District

Delegate Chris Stolle will be our special guest presenter and will talk to us about the past 2016 General Assembly session.  Del. Stolle will also tell us about some of the possible items coming up in the 2017 GA session.  He will also provide a question and answer session at the end of his presentation.

Old Business-

Marina Shores Proposed Development – According to the City Planners, the developer is in discussions with the Army Corps of Engineers (ACOE) regarding possible environmental impacts that may result from the required emergency road on the east side of the development.  Any ACOE approval will have to be run through the City and we will be informed if the proposal moves forward.

Ocean Bay Homes Proposed Development – The property at Shore Drive and Roanoke Ave. in Ocean Park has been requested to be rezoned to allow 8 townhomes be built where HM Boats is currently located.  The Planning Commission is scheduled to hear the deferred proposal at their Oct. 12th hearing.

Beach Event Houses – Update from the Beaches & Waterways Commission overseeing this evaluation.

Online Home Sharing Economy Ad Hoc Committee – Wed. Sept 28th meeting to be held at 6pm at City Council chamber at City Hall, 2401 Courthouse Drive.  The committee is expected to finalize its policy recommendations at the meeting. The City Council is tentatively scheduled to hear a presentation from the committee on Oct. 4, and to hear public comments and vote on the recommendations Oct. 18.

Bayfront Advisory Commission (BAC) News – Mr. Wally Damon will update us on the actions of the Bayfront Advisory Commission.

Citizen Engagement Opportunities –

Good afternoon Mr. Williams,

First, thanks again for the invitation for Lieutenant Wilkerson and I to present to the Shore Drive Community Coalition (SDCC) on Monday, August 29, 2016, which we will accept. Since receiving the first invitation on July 20, 2016 from Mr. Solomon to attend on a SDCC meeting, we are prepared to discuss the following items requested:

o Accidents and deaths at Shore Drive and Kendall
o Results/trends/solutions of speed enforcement checks on Shore Drive between North Great Neck and State Park
o Pedestrian death on Shore Drive near Kroger’s intersection
o Traffic signal study for Lynnhaven Drive and North Great Neck Road. Possible impact from proposed development of Marina Shores.
o Illegal parking on Shore Drive between North Great Neck and State Park.

In regard to the last bulleted item, I have periodically been monitoring the Shore Drive corridor in regard to the noted parking issues noted of Illegal parking on Shore Drive between North Great Neck and State Park. As a result, I have been in contact with our City’s Traffic Engineer, Mr. Robert K. Gey, to determine what, if anything can be improved upon. Additionally, I have contacted the Second Police Precinct and requested additional patrols to address any illegal or inappropriate parking along Shore Drive. Traffic Engineering received a call and is addressing, a recent complaint from a citizen in regard to parking on Shore Drive at Sandalwood Road, which is causing a visibility obstruction (attached picture).

In terms of the impacts of the few development sites mentioned, the Police Department will continue to support the community, patrol & respond to calls for service, and enforce laws in the Shore Drive community as we do with the rest of the City. As the Shore Drive section continues to grow and develop, since it’s a desirable area, the traffic will continue to grow as well. The Police Department is not in a position to stop or hinder future development anywhere in the City. On the contrary, our efforts are to continue making the City of Virginia Beach the Safest City in the United States, where citizens wish to live, work, and raise a family, as well as, where visitors want to visit.

City Traffic Engineer, Robert Gey advises there are two projects programmed for Shore Drive, which the SDCC is aware of; Shore Drive Phase III(construction 2018-2021) and Shore Drive Phase IV(construction 2026-2028). Phase IV is not currently funded. There is no increase in the number of lanes or roadway capacity with either of these projects as is the desire of the Shore Drive community.

The Draft Plan includes language like:

Mitigation actions should go beyond recommending structural solutions to reduce existing vulnerability, such as elevation of structures, retrofitting, and acquisition projects.     Changes to dredging program. Not near Bayfront area.

    Another 16 homes were taken out of the Hurd’s Cove district because permitting agencies said it would cause too much damage to wetlands, said coastal manager Phill Roehrs.
    The city can work on some wetlands, Roehrs said, but federal environmental agencies require the city to replace them somewhere else. Replacing the damaged wetlands in Hurd’s Cove would almost double the cost of the $2.9 million dredging program.

    Parking on Shore Drive – Residents of Cape Story used City’s See-Click-Fix App to identify possible safety concerns due to restricted visibility from parked cars.  Update will be provided.

    VB Police Target Speed Enforcement along Shore Drive in Cape Story – Learn why the police have targeted this area and some of the surprising results so far.

    Cape Henry Beach Replenishment

    The following notice was graciously sent to SDCC by Mr. Phill Roehrs, P.E. Water Resources Engineer with the City of VB Public Works Engineering.  Thank you Phill for keeping us up to date.

    Dear Shore Drive Residents:

    We wanted to let you know about an upcoming truck haul of sand from the City’s stockpile south of the Lynnhaven Boat Ramp and Beach Facility to a section of Cape Henry Beach.

    As you know, the sand stockpile area has been the repository for sand dredged from the Crab Creek channel in recent years.  Portions of Cape Henry Beach have experienced erosion over the previous winter, and would benefit from the placement of the sand dredged from Crab Creek.

    There is also a need to remove sand from the stockpile area to create capacity for future dredging of Crab Creek and to help alleviate space issues at the staging area for the Lesner Bridge Replacement Project.

    As such, the City has begun coordinating a truck haul of up to 30,000 cubic yards of material from the sand stockpile to a portion of Cape Henry Beach for purposes of beach replenishment.

    Some of the details are:

    Ø Trucks will begin hauling sand as early as May 9, 2016, in an attempt to finish the beach work prior to Memorial Day.

    Ø The replenishment area will be the area to the west of  the Lynnhaven Fishing Pier.

    Ø The Jade Street beach access will serve as the vehicular access point for trucks hauling sand  to the beach.

    Ø This truck haul will result in increased storm protection for portions of Cape Henry Beach just prior to the upcoming hurricane season, and will serve to nourish the beach westward to the Lesner Bridge by natural drift.

    “Help is on the way, as surveying is complete on a $1 million project to alleviate flooding in several neighborhoods south of Shore Drive. Installation of three sluice gates in the Cape Henry Ditch will commence shortly.”

    When the project is complete in January 2017, sensors that monitor water height along the ditch will signal the gates to move up or down, a process that typically takes 10 to 15 minutes, according to Mike Mundy, water resource program manager for the city. Though the gates are primarily for protection from tidal water, they will also be monitored to prevent heavy rainfall from causing flooding when they’re closed.

    Special Presentations –  City Comprehensive Plan Update – City staff members Jeryl Phillips, Comprehensive Planning Coordinator, and Steven White, City Planning Evaluation Coordinator, will provide an update of the 2016 Comprehensive Plan with a focus on the Bayfront area.  The Comp Plan is the City visioning document that guides progress in 5 year increments.  In 2015, Bayfront residents provided a large number of comments to the plan at an open house held in John B. Dey ES.  Come out to hear how your comments made a difference to this important planning document.

    Beach Event Houses – The City is evaluating an ordinance to control the use of rental property that is being used for short term events.  Single family homes are being rented for durations less than a week and being used for large events without following current event permit requirements.  Sandbridge is the biggest impact area, but what impact would this have on the Bayfront area?

    • Proposed Apartments at Marina Shores Marina Property – Mr. Brad Waitzer, Platinum Builders, will present a plan to build 261 apartment units on the site which currently contains a dry boat storage building and banquet facility. The plan included 2 – 4 story tall buildings and will remove all existing structures except for the Surf Rider and the boat slips.
    • Lesner Bridge Replacement Update – Mr. Chris Wojtowicz, City Project Manager, will provide an update on the project and answer any related questions.
    • City of Virginia Beach Traffic Calming Program – Mr. Brian Procter, City Engineer, will discuss the program and the steps that can be used to reduce speeding on neighborhood streets.

    Shore Drive and Stratford Intersection Improvement – CIP 2.300.119 to be worked 1/2017 to 7/2017 will include a new traffic signal (black mast arms and poles), pedestrian crossing signals, stamped asphalt crosswalks, additional sidewalk, new curb & gutter, and a new asphalt overlay in the intersection with thermoplastic pavement markings.

    Construction of these improvements is scheduled to take place starting in January 2017 and be complete by July 2017.

    Info from an unedited email from Project Manager Chris W.:

    The design contract for the Shore Drive and Stratford Intersection Improvement (CIP 2.300.119) has been negotiated and is currently in our Contracts Department for processing (submitted 2/3/2016). We expect an executed Work Order by 3/1/2016.

    The improvements to this intersection will include a new traffic signal (black mast arms and poles), pedestrian crossing signals, stamped asphalt crosswalks, additional sidewalk, new curb & gutter, and a new asphalt overlay in the intersection with thermoplastic pavement markings. The design effort will kick off in March 2016 with the start of survey and buried utility designation.

    The 30% plans will be provided to us in May 2016. The 100% plans are scheduled to be completed by August 2016. There will likely need to be some utility relocation and property acquisition (1 parcel located on the NE corner of the intersection), but we will not know for sure until the 100% plans are complete.

    If we do need utility relocation and property acquisition, this will take place between August 2016 and December 2016. Construction of these improvements is scheduled to take place starting in January 2017 and be complete by July 2017. The total project cost which includes the engineering, property acquisition, utility relocation, construction, and landscaping is estimated to be $530,000. The engineering firm that we are using is Parsons Brinckerhoff and the Construction Contractor will likely be Asphalts Roads (holder of the City’s current annual service contract for miscellaneous construction).

    SB 163 Driving in flooded areas; localities may by ordinance prohibit, exception.

    SUMMARY AS INTRODUCED:

    Local regulation of driving in flooded areas; penalty. Allows localities to by ordinance prohibit driving in a flooded street in a way that damages property and creates a Class 4 misdemeanor for a violation of such ordinance. This prohibition does not apply to law-enforcement officers, firefighters, emergency medical services personnel, or operators of Department of Transportation vehicles in the performance of their official duties.
