Special Presentation – Attempting to confirm a presentation on Virginia Conservation Assistance Program (VCAP) – This program is an urban cost-share program that provides financial incentives (usually 75%) and technical and educational assistance to property owners installing eligible Best Management Practices (BMP’s) in Virginia’s Chesapeake Bay Watershed.

Bayfront Beach Replenishment Update – Contractor will begin equipment set up last week of May and begin placing sand on beach the middle of June. Additional details and concerns will be discussed.
4th of July Fireworks for Cape Henry Beach – Still waiting for an update from Councilman Wood and Deputy City Manager Cover on request to have City’s Entertainment Contractor take over the planning and execution of this event.
Shore Drive Improvements in Ocean Park – Contractor will begin work the week after Memorial Day
Cape Henry Ditch Volunteer Clean Out Corps Proposal – Representatives of the Chesapeake Bay Foundation presented a plan to Cape Story by the Sea Civic Association that would create a volunteer workforce to help clean out and maintain a section of the ditch behind Food Lion. It was suggested that CBF meet with City Staff to pursue a plan that would get City support and approval.

New Business –
Dewberry Report Sea Level Rise and Stormwater – Community forums planned for public input into Dewberry’s Draft document. Unfortunately there are no meetings planned north of Virginia Beach Blvd. SDCC has asked to have an additional meeting added to list for Bayfront residents, but nothing has been done to date. Meetings are from 6 to 8 pm at the following locations. The Princess Anne HS meeting is designated for our Lynnhaven watershed.

• May 30 at Kempsville High School
• June 3 at Kellam High School
• June 5 at Princess Anne High School
• June 6 at Creeds Elementary School
Route 35 Bayfront to Oceanfront Shuttle – Service will start Monday May 20th and run through Labor Day weekend. An additional stop has been added to the Fort Story gate where riders can catch another shuttle service to visit the Lighthouses. Tickets to ride HRT Route 35 can be purchased at both Food Lions on Shore Drive. Adult fares can also be bought using the new GoHRT mobile ticket app.

Special Presentation –

Bonaventure Realty Group – Expansion Plans for Windsong Apartments on Pleasure House

Representatives from the Bonaventure Realty Group will present their current plans to redevelop and expand the Windsong Apartment complex located on Pleasure House Road north of Shore Drive. Previously presented plans had the old apartments being increased a total of 160 units from 272 to 432. A question and answer session will follow the presentation. As always, all are welcome to attend SDCC meetings.

Old Business-
Bayfront Beach Replenishment Update – An update on the project will hopefully be available. The project has been delayed and appears to continue to be pushed to the right and will most likely take place through the summer season. When is the start date and what are the impacts to the beach during construction?
4th of July Fireworks for Cape Henry Beach – City Council and Staff are evaluating the request to take over the planning and execution of the show. A decision should be forthcoming after the “Something in the Water” event is over which will allow Staff to focus on the request.
Dog Leash Law for Beaches – A public hearing was held on Wed April 10th at 630pm at the City’s Law Enforcement Training Facility. City Council has request the topic be studied for a year before any changes are made to the code. A steering committee will be formed to help with this evaluation. It is SDCC plan to invite representatives of this committee to a future SDCC to present their plans and how our community can provide input.

New Business –
Parking Meters at Lynnhaven Boat Ramp – The City has installed a metered parking kiosk for public parking at the Lynnhaven Boat Ramp. If you plan on using this lot, please be aware of the update to avoid tickets.
Shore Drive Improvements in Ocean Park to Start Soon – $600,000 of improvement to the Shore Drive/Stratford Road intersection, is fully funded and expected to begin later this spring. This would involve a “fully functional” traffic light with pedestrian crossing signals, an emergency signal to accommodate Ocean Park Fire and Rescue
Cape Henry Ditch Volunteer Clean Out Corps Proposal – Representatives of the Chesapeake Bay Foundation will be discussing a plan to have volunteers clean out and maintain a section of the ditch behind Food Lion. The Cape Story meeting will take place on Monday May 13th at 7:30pm at Lynnhaven Colony Congregational Church.

Special Presentation –

Virginia Beach Comprehensive Sea Level Rise and Recurrent Flooding Planning Study

Charles J. Bodnar and Sue E. Kriebel of the city’s Stormwater Engineering Center will discuss the results of the $3 million City funded study being worked by Dewberry consultants. The study shows seven major areas of the City that could have heavy financial impact from future SLR and flooding. Suggested solutions include storm surge walls along the beach from Fort Story to Little Creek with gates at the Lesner Bridge. This along with others projects could cost the upwards of $2 billion. Mr. Bodnar and Ms. Kriebel will also discuss next steps for this study which will include public input and conversations regarding funding and project ranking.

Old Business-
Bayfront Beach Replenishment Update – The bid has been awarded to dredge the Lynnhaven Inlet and to use the sand to replenish the Cape Henry Beach. Updates on the project start and finish dates will be provided as they are shared.
Community Rating System (CRS) – Official release of Virginia Beach status and initial ranking will be provided in April. Estimates show we should be in the 10% to 20% cost savings to a property’s annual flood insurance premium.
4th of July Fireworks for Cape Henry Beach – Cape Story by the Sea Civic Association officers and the Bayfront Advisory Commission Chairman met with Councilman Jones, Deputy City Manager Cover and City Entertainment contractor IMG to request that the 35 year old annual event become a City managed and operated show. State Fire Marshal regulations, lack of pyrotechnic company support and insufficient funding have become too restrictive for the event to continue to be held at the State Park and coordinated by residents.

New Business –
Windsong Apartments Redevelopment – The 14+ acre site located between Pleasure House Road and North Hampton Blvd. currently contains 272 units and are approximately 40 year old. The developer, Bonaventure, is requesting a rezoning to allow the number of units to increase by 160 to a total of 432. Along with the new units, the developer plans to renovate the old units that it will keep. A presentation of this project by the developer has been scheduled for our April 29th SDCC meeting.
Dog Leash Law for Beaches – The City’s Animal Control Department is asking for a change to the City’s Dog Leash Law that will require all dogs to be on a leash when on any City’s public beach. On Bayfront beaches, dogs would need to be leashed at all times during the off-season (Labor Day to Memorial Day) and between 6pm and 10am during the season (Memorial Day to Labor Day). Dogs are prohibited to be on the beach at all from 10am to 6pm during the season. A public hearing will be held on Wed April 10th at 630pm at the City’s Law Enforcement Training Facility.
Meeting of Three Commanders – A Virginia Historical Highway Marker commemorating the Sept. 18, 1781 meeting of Washington, Rochambeau and De Gasse was placed in the Lynnhaven Colony Park along Shore Drive and dedicated this past Wed. March 6th.

Special Presentation –

Shore Drive Corridor Improvement Phase 3 (CIP 2-117) – Lesner Bridge to Great Neck Rd.

Come out and see the final designs, learn when construction will start and how long the project will last. Mr. Bill Purcell, City Project Manager, will provide an update on the next big construction project for Shore Drive and will hold a question and answer session after the presentation. This project begins at Vista Circle, near the eastern end of the Lesner Bridge, and extends eastward through the Great Neck Road intersection and terminates at Croix Drive. This project will improve vehicular and pedestrian traffic flow and safety in the roadway and intersections; improve storm drainage; include a multi-use trail, 5-ft sidewalk and on-street bike lanes; and enhance the corridor with aesthetic elements such as landscaping and lighting. Dewberry Study on Sea Level Rise & ASERT Meetings – Ms. Sue E. Kriebel, PE, Stormwater Engineering Center Department of Public Works, has agreed to attend our March meeting and present an update on the study, details on recommendations for our Bayfront area and next steps that include public engagement.

Bayfront Beach Replenishment Update – Has the contract for the Cape Henry Beach replenishment been awarded and what is the start time.

Community Rating System (CRS) – Update on when we will know our rating and when it will take effect.

New Business –
Shore Drive 35 MPH Speed Limit 10th Anniversary – Update on request for fatality numbers over the past 10 years. Discuss on planning an anniversary event for Summer 2019. The speed limit was reduced as part of a trial study period in 2009 then followed by permanent implementation.

Development Updates – Delta by Marriott at old Resort Hotel location and new apartment development at old Marina Shores Marina site.

Unfortunately we weren’t given a lot of notice on this one and the survey has been broken for the past 2 days, but you still have some time to take it.  It should only take 5-10 minutes and gives us Bayfront residents a chance to rank how you feel about sea level rise and storm water/storm surge flooding issues.

VB 2019 Planning and Beyond

The Virginia Beach City Council is seeking residents’ input on what they believe should be the City’s goals and priorities. The feedback will help the Council plan for and allocate resources.
Deadline for participation in this survey is Friday, February 8, 2019.

Old Business-
Dewberry Study on Sea Level Rise & ASERT Meetings – Dewberry presented a draft plan to City Council on Jan. 15th. The plan has been posted on SDCC.info. The plan identifies alternatives that have an average cost of $3.0 Billion. One of the key components is added flood walls to the Bayfront Beaches and to add flood gates to the Lynnhaven Inlet. SDCC has asked that public engagement be a critical component as this process moves forward. According to the City, the ASERT program – Action-oriented Stakeholder Engagement for a Resilient Tomorrow, will be used but how and when hasn’t been identified.

Short Term Rentals (STRs) – On Jan 15th, City Council approved the Planning Commission’s recommendations for changes to the City Code regarding STRs. Council did remove the requirement for a log and set the Grandfathering date back to July 2018. More details of the code changes can be found at SDCC.info.

Bayfront Beach Replenishment Update – On Jan. 22nd, City Council was briefed on Bayfront Beach Replenishment plans. We will discuss the upcoming work schedule and identify which beaches will get sand and when. Cape Henry Beach is next on the list.

Community Rating System (CRS) – Big news is coming soon. This is the Federal Govt. plan that allows localities to apply for the system which results in a reduction in resident’s flood insurance premiums. SDCC asked City staff several years ago to join this program since we were one of the only cities in Hampton Roads not participating. According to City Manager Hansen, we will be pleasantly surprised at the level we achieved.

New Business –
Tree Canopy Bill – HB2333 – Replacement of trees during development process; exceeding requirements to meet certain water goals. Authorizes a locality to adopt an ordinance exceeding the minimum tree canopy requirements for tree preservation, planting, or replacement during the development process in order to assist in achieving certain specific water quality or water quantity goals identified in the ordinance.

Shore Drive Community Coalition Future – What should be our future model for SDCC? Will new leaders step forward to help continue as is? Is cutting back to every other month or quarterly meetings a possibility? Would a website presence with emergency meetings model work? We will discuss this issue to help us move forward.

Bayfront Beaches Sand Replenishment Update
Mr. Phillip Roehrs, City of Virginia Beach Public Works – Water Resource Engineer, will provide an update on current plans for sand replenishment project for Bayfront beaches. The last replenishment happened 5 years ago and our beaches are in dire need of help. When will dredging and replenishment begin? Where will the sand be placed? How long will the projects take? Will sand from the spoil sites be required as in past projects? These questions and others you may have will be discussed.

Old Business-
Ocean Shore Shoppes Mixed Use Development Update – According to the current property owner, the proposed mixed use development will not be built. The property will be sold to Greystar/Overture Apartments.

Shore Drive Phase III Update – Shore Drive Phase III (CIP 2-117) is set to go out for bid in Feburary 2019 with construction to start sometime in the summer of 2019. This $26 million project will provide sidewalks, crosswalks, LED street lighting, bike lanes, improved traffic signals and landscaping. 4 lanes of traffic will be maintained during construction to minimize traffic delays. In addition to the road safety improvements, storm water upgrades will be made to some streets to help improve heavy rain collection and removal capabilities.

Lesner Bridge Replacement – The end is in sight. Paving of westbound lanes and bridge landings should be taking place soon now that the sidewalk has been completed. Updates are being posted at http://www.sdcc.info as they are received.

New Business –
Lynnhaven Municipal Wharf – Latest rumor is the site will be used as a staging site by Dominion Power for construction of offshore wind turbines. Does anyone have additional information regarding this subject?

Virginia Beach Police Department New Initiatives – Next Generation 9-1-1(texting based 9-1-1) and ePRO (electronic Police Reports Online), an interactive web application that allows public access to reported crime, traffic accident reports, and active warrants are new systems currently being used by the City. Heads Up Emergency Disaster Preparedness Program
Ms. Tanya Barnes, Vice President Chesapeake Beach Volunteer Rescue Squad, will discuss their program that helps identify residents that need special assistance and support during emergencies and disasters. She will also discuss ways that the community can better serve these individuals.

Old Business-
Ocean Shore Shoppes Mixed Use Development Approval – The Board of Zoning Appeals (BZA) approved the variance request to build a 4 story, 2 condo and commercial space structure at the corner of Ocean Shore Ave. and Cherry Tree Lane. Many adjacent residents attended the meeting in opposition. This was the only required approval needed and no conditional use permit will be necessary.

Lynnhaven Municipal Wharf – Updates from City’s permit request to the Army Corps of Engineers and the Department of Environmental Quality to keep the wharf as a permanent structure for multiple uses. The DEQ has approved of permit.

Short Term Rentals (STR) – On Sept 1st, City Council passed a resolution regarding regulations for STRs. An update on this resolution will be presented.

Lesner Bridge Replacement – Paving of westbound lanes and bridge landings will be taking place and updates are being posted at http://www.sdcc.info as they are received. A separate turning lane will be added during restriping to the eastbound landing at Vista Circle intersection. LED lighting has been installed on bridge structure and supports and is in the testing phase.

New Business –
Bus Route 35: Shore Drive to Oceanfront – Operating Season is over and was considered a success by HRT and the City. Plans to budget and operate next year are in the works. SDCC will be creating a questionnaire to gather input and suggestions to pass on to HRT/City staff to help make next years service even better.

Shore Drive Overlay Development Review Requirements– The resent approval of the Ocean Shore Shoppes brings into question a possible loophole for building development review process. It appears review of mixed use (residential + commercial) depends on the number of units and zoning. Not all projects require a conditional use permit (CUP) or board/committee/council approval at which the public has the opportunity to comment. Should this be changed?

Special Presentation – Neighborhood Coyotes – A new neighbor has moved into the Bayfront community. You may have spotted them on the beach, walking on the Cape Henry trail or even roaming your backyards. Ms. Jennifer Huggins, First Landing State Park Ranger, will talk to us about these amazing animals, their habits and how we can best live with our new friends.

Old Business-
Lynnhaven Municipal Wharf – Ocean Park and SDCC opposition letters sent to the US Army Corps of Engineers taking exception to the proposed use of the site as a dredge material transfer station and asking for a public hearing. USACE’s response letter accepted comments, but decision has been made to not hold a public hearing on this permit.

Short Term Rentals (STR) – The Planning Commission has been given action to continue work on this topic. A public hearing and hopefully more opportunity for public comment will be available this Fall.

Bus Route 35: Shore Drive to Oceanfront – Ridership numbers for July should be available. May and June numbers were double 2017 ridership. Will the trend continue?

Lesner Bridge Replacement – New eastbound span was originally scheduled to be opened the weekend of August 25/26. We will try to provide updates on this progress/delay and any new details from the City.

New Business –
Bayfront Advisory Commission (BAC) Fireworks Study – The BAC is conducting a feasibility study for having a 4th of July Bayfront fireworks show sponsored/operated by the City. We welcome you input/thoughts regarding this idea.

Special Presentation – What, Where and When was Seaview Beach? Come out to hear a wonderful presentation on the historic Seaview Beach. Don’t know what/where Seaview Beach was? This is a great opportunity to learn some amazing stories and background of this incredible hot spot situated on Shore Drive.

Sherry Dibari, a Norfolk resident who works on independent projects related to the documentation and preservation of regional traditions and cultures, will discuss her research on Seaview Beach that she gathered while creating a research paper funded with a 2017 Research Grant from the Virginia Beach Historic Preservation Commission.

Old Business-
Lynnhaven Colony Storm Water Improvements – City Council is moving $1 million from 2018/19 budget designated for land purchase in the Lynnhaven Colony project to a neighborhood in the southern part of the City. The budget will be replaced in the 2019/20 cycle and no delays are expected in the Lynnhaven project.

Short Term Rentals (STR) –City Council is still discussing how to proceed with STRs. Current plans are to send this item back to the Planning Commission to have them gather more public input and provide more structure to Council’s changes.

Bus Route 35: Shore Drive to Oceanfront – Two months of service and ridership numbers are almost double compared to 2017. Please continue to provide SDCC your comments on the route and will collect them to forward to the City and HRT.

New Business –
Lynnhaven Municipal Wharf –The US Army Corps of Engineers are soliciting comments regarding this permit and have set August 6th as the deadline to receive written responses. SDCC would like to make a motion at tonight’s meeting to support an official response. Please be ready to discuss and vote.

Lesner Bridge Replacement – What is the scheduled opening date? What will be the traffic patterns and lane closure details to support the opening? Hopefully we will have some of these details to present.

Coyotes in the Bayfront Area – I spoke to the Director of First Landing State Park and they would be happy to send a ranger to our next meeting to talk about coyotes in our area. If there is interest, I will pursue a presentation for our August meeting.

Old Business-
Short Term Rentals (STR) –City Council plans to send this item back to the Planning Commission on July 3rd and ask them to work on it more. To date, no comprehensive public conversation has been performed on the STR topic, only committee and commission hearings. Should SDCC request the City to hold a forum and would you attend to discuss concerns and ideas on STRs?

Lynnhaven Municipal Wharf –Updates on the City’s request to Army Corps of Engineers and Dept. of Environmental Quality to leave a permanent wharf in place after the Lesner Bridge construction is complete.

Bayfront Advisory Commission Outreach Meeting – Updates from BAC’s June 21st meeting to hear community concerns. What issues were identified? Does SDCC have any items that were missed?

Coyotes in the Bayfront Area – Coyotes have been spotted on our beaches, on the Cape Henry bike path, in the State Park, backyards and even walking on Shore Drive and Great Neck Road. Any thoughts, concerns? Possible speaker/presentation topic?

Bayfront Advisory Commission (BAC) News – Mr. Wally Damon will update us on the actions of the Bayfront Advisory Commission.

Old Business-
Addition of “Your Speed Is” Traffic Signs on Shore Drive – VB City Traffic Engineering has completed a draft report for the results of the study. SDCC has shared the report on our website. We will discuss the report results and next steps/actions. Come join the conversation.

Short Term Rentals (STR) – City Council deferred a final vote on any STR policy until late May timeframe. On April 3rd Councilman Jones proposed a draft ordinance that permits home-sharing by-right and only requires registration with the Commissioner of Revenue Office. Short term rentals are permitted by-right in the Sandbridge SSD, Ocean Front Resort District, and the North End overlay. In all other parts of the City, short term rentals would require a conditional use permit. Where short term rentals are permitted by-right or where they require a conditional use permit, they must adhere to 11 conditions. The route will begin service the weekend before Memorial Day (Fri May 25th) and operate until the end of September. Replacement funding for this service is being requested as part of the proposed FY19 City Budget. In an effort to show support for this item, an official SDCC vote is recommended. Please prepare accordingly.

Special Presentation – Storm Water and Shore Drive Roadway Improvements East of Lesner Bridge – Mr. Brad Vanderwarker and Mr. Mike Mundy, Public Works Engineers for the City of Virginia Beach, will discuss the City’s upcoming projects starting this Summer to help storm water/flooding issues between the Lesner Bridge and the State Park. They will also discuss the safety and beautification projects along Shore Drive that will start in August 2019. Brad and Mike will have project displays, handouts and will answer questions after their presentation.

Addition of “Your Speed Is” Traffic Signs on Shore Drive – We are still waiting to receive City report. Mr. Robert Gey, City Engineer, will be sharing the results of their study performed at the end of 2017. SDCC will share this data and collect comments and questions at our March meeting to present to the City for response.

Short Term Rentals (STR) – City Council approved a 60 day deferral for the final vote on any STR policy at their March 20th meeting. Additional comments can be emailed directly to City Council at ctycncl@vbgov.com One Councilmember has also set up an online survey. Shore Drive Road Improvements in Ocean Park – Update on Phase 4 – CIP 2.118. The City Manager has included a full funding request for this CIP in the proposed FY19 City Budget. Storm Water/Sea Level Rise Public Input Meetings – The last of 6 public meetings is being held on Jan. 29th at Bayside HS. SDCC will contact the City for more information regarding the next steps in this effort.

4-Way Intersection at Indian Hill Rd. – Update on City’s planned expansion on this intersection into a non-traffic lighted 4-way intersection to support the new entrance of the recently approved retirement community expansion.

 

New Business –
Shore Drive Road Improvements in Ocean Park – Update on Phase 4 – CIP 2.118. An onsite meeting with City Manager has been requested. Plans to attend an Open Mic night to request budget funding are being made and need community support. The current construction date of 2026 is not acceptable.

Lesner Bridge Update – Would anyone be interested in attending a tour of the bridge? SDCC would be happy to try and set this up. We are also trying to have the Project Manager attend an SDCC to provide us an update on the project which should finish sometime this year.

Old Business-
Addition of “Your Speed Is” Traffic Signs on Shore Drive – They City has placed temporary “Your Speed Is” trailers east of Great Neck Road.  These signs and speed counter strips are being use to help slow down vehicles and to capture data for additional usage of signs.

Short Term Rentals – Update on City of Virginia Beach’s public input session and next steps for Short Term Rental (Airbnb, etc.) property. Planning Commission is holding a public workshop and hearing on this issue.

Storm Water/Sea Level Rise Public Input Meetings – The City of Virginia Beach recognizes challenges and is exploring solutions to the issues caused by sea level rise and recurrent flooding. The public is encouraged to attend one of several upcoming meetings where city representatives will provide residents with the opportunity to share their views and concerns. The information collected from the meetings will be used to develop the City’s long-term plans for sea level rise and recurrent flooding.  The City has held 4 meetings and will hold 2 more in January 2018.  Shore Drive residents are encouraged to attend a meeting to have your concerns be captured.

New Business –

SDCC Officer Elections – We are in great need of volunteers to step up and serve as officers for SDCC.  All positions are welcomed, but we are in immediate need of a Secretary and Treasurer for 2018.  We will be accepting names from the floor and will vote once we have nominees. 

Community Concerns– General discussion of neighborhood and community concerns that may need SDCC attention.  This is an opportunity for all to share information.

Special Presentation – Shore Drive Improvements Phase 3 (Lesner Bridge to First Landing State Park) – Mr. Christopher Wojtowicz, PE, Engineering Construction Manager for the City of VB Public Works will provide an update on the Shore Drive Improvement Phase 3 project. This project will add safety improvements, bike lanes, storm water upgrades, curb and gutter and other roadway changes to the section of Shore Drive between the Lesner Bridge and First Landing State Park. The project is 90% ready for construction. The last time the community had a chance to see and comment was at 30%. Come out and see if your past comments have been incorporated and if there are any new items of interest.

• Marina Shores Marina Apartments – Approved at Oct. 11th meeting of the Planning Commission. Will most likely be heard by City Council in December.

Addition of “Your Speed Is” Traffic Signs on Shore Drive – SDCC sent resolution to City Council to purchase signs to be used specifically on Shore Drive. Councilman Wood has acknowledged the request and stated that City’s Public works has portable sign trailers. SDCC will continue dialogue with Councilman for purchase of Shore Drive signs.

CBF and Pleasure House Brewing Partner to Create Rain Barrel Beer
