Old Business-

Marina Shores Condo/Apartment Proposed Development – Brief update.  Developer plans to present to the Planning Commission as early as June.  The developer told Cape Story Civic Association that the dredge transfer land would be added to the proffer for unbuildable natural area to prevent it from being used as such.  City traffic studies supposedly show that traffic counts won’t be high enough and a potential for increased accidents prevent a stop light from being installed at N Great Neck and Lynnhaven Dr.

Bayfront to Oceanfront Shuttle Route – Update on City’s plans for the test route.  City and Hampton Roads Transit (HRT) are working on finalizing the bus stops and should have a brochure created soon.

New Business

Bayfront Advisory Commission (BAC) News – Mr. Wally Damon will update us on the actions of the Bayfront Advisory Commission.

Road/Pedestrian Safety on Shore Drive – VB Works (See-Click-Fix) has been used to identify possible improvement to pedestrian crossing at Red Tide and Shore Drive.  Better signage identifying pedestrian right of way when in crosswalk and confirmation of adequate operation of motion detection system were addressed.  

City of Virginia Beach Bike and Trails Plan Input  – The City is asking for public input on this plan.  Residents can take an online survey and also provide comment using Virtual Town Hall.  Comments will be taken until April 30th.  So if you ride a bike or use sidewalks and trails, let the City hear your opinions.  Click here for City website links

Community Concerns and Suggestions for 2017 – General discussion of neighborhood and community concerns that may need SDCC attention.  This is an opportunity for all to share information.

Years of planning will culminate April 20 when the Public Art Virginia Beach Foundation and artist Donald Lipski unveil the design for the public art creation that will be erected on the southwest side of the new Lesner Bridge at the Bayfront Advisory Committee meeting.

The meeting, open to the public, will include presentations by Lipski and Foundation Chairman Andy Fine discussing and showing the inspiration behind the artwork. The presentation will take place at the 3:30 p.m. meeting in the Sunset Room of the Virginia Beach Resort Hotel and Conference Center, 2800 Shore Drive.

​​​​​​Let’s get going!  ​​​​​​​​​​Join us Wednesday, March 22 from 6 to 7:30 p.m. at the Sandler Center for the Performing Arts to learn about and help plan our transportation future.
Residents are invited to help plan improvements to public transportation in Virginia Beach and throughout our region. This interactive session will review work to date, including feedback from more than 560 survey responses following the first public meeting (Jan-Feb 2017). We’ll look at potential new routes as well as issues involving frequency, schedules and more.

“Outreach ‘17” signup deadline extended

The deadline for Bayfront neighborhood organizations to place themselves on the invitation list for an upcoming outreach meeting has been extended. The Bayfront Advisory Commission plans to hold a meeting later this spring or early summer to solicit suggestions from civic leagues, condominium officials and neighborhood associations about their most-pressing issues and concerns.

Called “Outreach ’17,” the meeting or meetings will assist the City-Council-appointed Bayfront Advisory Commissionwithsettingprioritiesforthecomingyear. Theextensionwillallowthoseneighborhoodgroups who meet less frequently than monthly to poll their memberships about their most-pressing concerns and to appoint a contact person from the organization.

When scheduled, “Outreach ‘17” will be public.

At this Monday’s Jan. 30th SDCC meeting, Mr. Mike Bumbaco, Project Manager with the City’s Public Works/Water Resources Department, will provide updates on the current storm water projects being worked in our area.  He will also discuss additional plans that are in the design phase and could benefit from public input.  The improvements could carry a price tag of $60+ million.  Some of the topics to be covered will include:

  • Sluice Gate installation in Cape Story and Lynnhaven Colony.  How they operate and project timeline.
  • Pump house upgrade at Poinciana in Cape Story
  • Storm water improvements for areas north of Shore Drive
  • Large collection pound for current treed area near Page Ave. and Shore Drive
  • What types of systems could be used along Shore Drive, large pipes and pump stations or gravity drains?

The Virginia Aquarium & Marine Science Center, in partnership with Goodwill Industries, the City of Virginia Beach Public Works and TFC Recycling, will offer its semi-annual E-cycling event Saturday, January 28, 2017, from 9 a.m. – 1 p.m. at the Virginia Aquarium East Parking Lot. There is no fee to drop off items, but donations are always appreciated.

“Public Works Waste Management collections will resume on Tuesday, Jan. 10 on schedule since there are no Monday collections. Due to road conditions, service may be slower than normal. Residents should leave bins out until crews can get to them.” And more updates . . .

City Working to Get Roads and Services Back ASAP at VBGov.com:

“The first priority is to make passable approximately 900 lane-miles of primary roads and an additional 300 lane-miles of priority streets that access hospitals, fire stations and police stations within 12 hours after snow stops falling,” said Phil Davenport, director of Public Works. “Neighborhood streets are not cleared because parked vehicles and other safety considerations make snow removal from these streets impractical or far too costly for the couple of storms we get each year. The process goes much quicker when citizens refrain from driving and streets are free of traffic.”

“Council Extends Deadline for Waiver of Permit Fees for Disaster Repairs People now have until April 10, 2017 to get permits for repairs related to Hurricane Matthew.”

“Homeowners are just now receiving funds from their insurance companies and FEMA, so they needed more time to apply for permits and hire contractors to help with home repairs,” said Barry Frankenfield, director of Planning & Community Development. “We want to make it a little bit easier for property owners to get necessary repairs completed properly and safely. This extension will help homeowners continue to recover from damages caused by Hurricane Matthew.”

We know that traffic on Shore Drive in the vicinity of Lesner Bridge has been a challenging at times this week. We all appreciate your patience as we continue with the median work in preparation for moving the eastbound Shore Drive traffic onto the new bridge. Our current traffic move date for this eastbound traffic is December 21, 2016.

LEFT TURN LANE closures and LEFT THRU lane closures on Shore Drive at Lesner Bridge will continue into next week. So, in order to help you plan your daily commute, here is what to expect the traffic condition to look like on Shore Drive at Lesner Bridge beginning TODAY, Monday, December 5th:

Monday, December 5th, 2016: The LEFT THRU lane on eastbound Shore Drive at Vista Circle will be CLOSED between the hours of 9:00 am and 3:00 pm;

Tuesday, December 6th, 2016: The LEFT TURN lane on eastbound Shore Drive at Vista Circle (to get to Page Avenue) will be CLOSED between the hours of 9:00 AM and 3:00 PM;

Wednesday, December 7th, 2016: The LEFT TURN lane on eastbound Shore Drive at East Stratford Street will be CLOSED between the hours of 9:00 AM and 3:00 PM.

In addition, it is possible that depending on where the actual water line is located, the eastbound LEFT THRU lane on Shore Drive at East Stratford Street may also be CLOSED during this same time period.

Thursday, December 8th, 2016: The LEFT THRU lane on eastbound Shore Drive at East Stratford Street will be CLOSED between the hours of 9:00 AM and 3:00 PM.

Online Home Sharing Economy Ad Hoc Committee – Update on committee work from Tim Solanic, committee member and Ocean Park resident.

Proposed Commercial Development Near 7-11 near Shady Oaks and Shore Drive – Update on the proposed commercial development planned for the portion of land just west of the 7-11.  The developer plans to fill in part of Lake Joyce and have the access to the property come through the neighborhood via Woodland Ave 

New Business

Bayfront Advisory Commission (BAC) News – Mr. Wally Damon will update us on the actions of the Bayfront Advisory Commission.

Shore Drive Storm Water Capital Improvement Project – CIPs 7.151.000-003 are active projects designed to improve storm water collection and removal in the neighborhoods east of the Lesner Bridge along Shore Drive.  Tidal gates, pump stations, collection ponds are some of the methods being planned/worked.  We will discuss next steps for these projects.

Community Concerns – General discussion of neighborhood and community concerns that may need SDCC attention.  This is an opportunity for all to share information.

This Declaration makes federal funding available to residents of Virginia Beach affected by Hurricane Matthew.

Today, the City of Virginia Beach learned that President Obama signed a disaster declaration that includes Virginia Beach. This Declaration makes federal funding available to residents of Virginia Beach affected by Hurricane Matthew.

“Thanks to Governor Terry McAuliffe, our state delegation, Senator Mark Warner and City staff for their diligence in working with FEMA officials to get this done,” said Mayor Will Sessoms. “This assistance is critically important to the hundreds of Virginia Beach families and businesses working to put their lives back together in the aftermath of Hurricane Matthew. It’s not an easy process to get this federal emergency declaration, however we kept pushing forward and now, our citizens will receive much-needed federal funding to repair, rebuild and recover from this tragic event.”

To be considered for assistance, residents must register with the Department of Homeland Security’s Federal Emergency Management Agency (FEMA). Each individual application is unique and will be reviewed and handled on a case-by-case basis. Before applying, consider watching the FEMA Registration Intake Video and reviewing the list of documents and materials needed in order to successfully apply for financial assistance.

Beginning Thursday, Nov. 3, residents may apply online at http://www.disasterassistance.gov or call 800-621-3362 (711 or Video Relay Service). If you use TTY, call 800-462-7585.

While the application process can be done completely online, FEMA will establish a local Disaster Recovery Center. Residents will be able to go there in person to register for financial assistance, get answers to questions, and find out what resources are available to them. Representatives from local, state, and federal agencies, along with private partners, will staff the center. The location and operating hours of the Disaster Recovery Center will be announced in the next few days.

The City will continue to work with its federal, state and local partners to assist citizens as needed.
