Special Presentation – What, Where and When was Seaview Beach? Come out to hear a wonderful presentation on the historic Seaview Beach. Don’t know what/where Seaview Beach was? This is a great opportunity to learn some amazing stories and background of this incredible hot spot situated on Shore Drive.

Sherry Dibari, a Norfolk resident who works on independent projects related to the documentation and preservation of regional traditions and cultures, will discuss her research on Seaview Beach that she gathered while creating a research paper funded with a 2017 Research Grant from the Virginia Beach Historic Preservation Commission.

Old Business-
Lynnhaven Colony Storm Water Improvements – City Council is moving $1 million from 2018/19 budget designated for land purchase in the Lynnhaven Colony project to a neighborhood in the southern part of the City. The budget will be replaced in the 2019/20 cycle and no delays are expected in the Lynnhaven project.

Short Term Rentals (STR) –City Council is still discussing how to proceed with STRs. Current plans are to send this item back to the Planning Commission to have them gather more public input and provide more structure to Council’s changes.

Bus Route 35: Shore Drive to Oceanfront – Two months of service and ridership numbers are almost double compared to 2017. Please continue to provide SDCC your comments on the route and will collect them to forward to the City and HRT.

New Business –
Lynnhaven Municipal Wharf –The US Army Corps of Engineers are soliciting comments regarding this permit and have set August 6th as the deadline to receive written responses. SDCC would like to make a motion at tonight’s meeting to support an official response. Please be ready to discuss and vote.

Lesner Bridge Replacement – What is the scheduled opening date? What will be the traffic patterns and lane closure details to support the opening? Hopefully we will have some of these details to present.

Coyotes in the Bayfront Area – I spoke to the Director of First Landing State Park and they would be happy to send a ranger to our next meeting to talk about coyotes in our area. If there is interest, I will pursue a presentation for our August meeting.

“FEDERAL PUBLIC NOTICE . . .PROPOSED MODIFICATION: The applicant proposes to modify the original permit to allow for a 360 linear feet wide by 20 feet long concrete wharf / bulkhead structure to remain in place.”

FEDERAL EVALUATION OF APPLICATION: The decision whether to modify a permit will be based on an evaluation of the probable impact including cumulative impacts of the proposed activity on the public interest. The decision will reflect the national concern for both protection and utilization of important resources. The benefits which reasonably may be expected from the modification must be balanced against its reasonably foreseeable detriments. All of the modification’s relevant factors will be considered, including conservation, economics, aesthetics, general environmental concerns, wetlands, cultural values, fish and wildlife values, flood hazards, flood plain values, land use classification, navigation, shoreline erosion and accretion, recreation, water supply and conservation, water quality, energy needs, safety, food and fiber production, mineral needs, consideration of property ownership and, in general, the needs and welfare of the people.

The Corps of Engineers is soliciting comments from the public; Federal, state, and local agencies and officials; Indian Tribes; and other interested parties in order to consider and evaluate the direct, indirect, and cumulative impacts of this modification. Any comments received will be considered by the Corps of Engineers to determine whether to modify, condition or deny this proposal. Comments are used to determine the need for a public hearing and to determine the overall public interest of the proposed modification. Anyone may request a public hearing to consider this modification by writing to the District Commander within 30 days of the date of this notice, stating specific reasons for holding the public hearing. The District Commander will then decide if a hearing should be held.
COMMENT PERIOD: Comments on this request for modification should be in writing and can be sent by either email to scharlene.a.floyd@usace.army.mil or by regular mail, addressed to the Norfolk District, Corps of Engineers (ATTN: CENAO-WR-S), 803 Front Street, Norfolk, Virginia 23510-1011, and should be received by the close of business on August 6, 2018.

Benjamin Heller is a visiting artist from NY on a grant from VBeach Office of Cultural Affairs. He is creating a sculpture—Terrapin Basin—near the Brock Environmental Center. His assistant had to leave, and he is finishing alone.

Here are two ways to help:

    1. Interested adults can help polish the rock surfaces. Benjamin will show you how to use the polishers.
    2. He could use 600 feet, yup that much, of three pronged or grounded electric cord. He already has one set of 600’ and hopes to borrow enough to run several polishers for any volunteers. He will tag and return the cord to owners upon completion.

VB “received $10 million last week for the river’s restoration project, and it provided a 50 percent match, worth $5 million, as a condition of the funding”

The area being restored is vital for a healthy water habitat, Forget said. It’s where many species spend the early period of their lifespan, and where animals lay eggs. The restoration will not only support aquatic life in Lynnhaven but also in the Chesapeake Bay and the ocean.

She said the restoration will also aid tourism, specifically the quickly growing sector of ecotourism, a major part of the Hampton Roads economy. With the changes, maybe another president will make a trip out for the oysters.

Bayfront Advisory Commission (BAC) News – Mr. Wally Damon will update us on the actions of the Bayfront Advisory Commission.

Old Business-
Addition of “Your Speed Is” Traffic Signs on Shore Drive – VB City Traffic Engineering has completed a draft report for the results of the study. SDCC has shared the report on our website. We will discuss the report results and next steps/actions. Come join the conversation.

Short Term Rentals (STR) – City Council deferred a final vote on any STR policy until late May timeframe. On April 3rd Councilman Jones proposed a draft ordinance that permits home-sharing by-right and only requires registration with the Commissioner of Revenue Office. Short term rentals are permitted by-right in the Sandbridge SSD, Ocean Front Resort District, and the North End overlay. In all other parts of the City, short term rentals would require a conditional use permit. Where short term rentals are permitted by-right or where they require a conditional use permit, they must adhere to 11 conditions. Lynnhaven Municipal Wharf – Updates on the City’s request to Army Corps of Engineers and Dept. of Environmental Quality to leave a permanent wharf in place after the Lesner Bridge construction is complete.

New Business –
Shore Drive Road Improvements in Ocean Park – Phase 4 – CIP 2.118 is still proposed for full funding in the upcoming FY19 City Budget. In an effort to show support for this item, an official SDCC vote will be taken at our April meeting. Please prepare accordingly.

Bus Route 35: Shore Drive to Oceanfront – The City Manager has allocated transitional funding to allow the expansion of this route for the 2018 season. The route will begin service the weekend before Memorial Day (Fri May 25th) and operate until the end of September. Replacement funding for this service is being requested as part of the proposed FY19 City Budget. In an effort to show support for this item, an official SDCC vote is recommended. Please prepare accordingly.

Special Presentation – Storm Water and Shore Drive Roadway Improvements East of Lesner Bridge – Mr. Brad Vanderwarker and Mr. Mike Mundy, Public Works Engineers for the City of Virginia Beach, will discuss the City’s upcoming projects starting this Summer to help storm water/flooding issues between the Lesner Bridge and the State Park. They will also discuss the safety and beautification projects along Shore Drive that will start in August 2019. Brad and Mike will have project displays, handouts and will answer questions after their presentation.

Short Term Rentals (STR) – City Council approved a 60 day deferral for the final vote on any STR policy at their March 20th meeting. She thinks a meeting (w/her and Sheri, DEQ) has merit and suggested later this month at Clark Nexsen.

We think its wise to meet and include the following attendees: you, Chris W, Dave, Danny, COE (Scharlene & Greg Steele (?)) and the DEQ.
In terms of venue/date, we suggest mtg. at Clark Nexsen the last week of March (both the COE and DEQ are open Friday, March 30).

The cost was $1,138,799.24 to construct and was designed by Clark-Nexsen (A&E)

There is also a line item to remove this wharf in the amount of $32,142.47

There is about 753,000 lbs. of salvageable sheet pile in the temporary wharf. At $0.20/lb of scrap value that would equate to $150,600.

So, we expect a change order to be approximately ($150,600-$32,142) $118,000.

What is the estimated cost for it to remain? (assume we are due a credit for removal labor and disposal cost minus any salvage value)

Was the facility designed by the project A/E or did the contractor design it based on their operational needs and equipment?

Stormwater was scheduled to provide a briefing on Ashville on January 16. That has been cancelled pending the development of more details of the cost sharing with HomeFed. However, please start roughing a presentation out. We may have to do it on February 6.

In its place on January 16, Coastal will provide a briefing on the Lesner Municipal Wharf. Dave does want some cost information about how much this cost us to construct, and how much it will cost us to make it permanent.

The Central Beach District Briefing will have to occur on February 6 because that is the day that Dave is taking the ordinance to City Council. I will discuss with him February 20, but don’t count on that. I will help work on this presentation. We will need to address the issues raised the last time we tried this. My notes of the November 21, 2017 Council meeting are included below:

Here are a few follow-up answers for questions you had on Friday.

· SAND DUNES and SHORE DR. FLOODING FALL 2016
Mr. Damon, your observations are correct. Cape Henry Beach historically had a wider taller dune field and was a “stable” to “accretional” beach for many years. Historically the toe of dune and shoreline position have been slowly advancing bayward over time.

CIP 8-020 Bay Beaches Resiliency was established in the FY 18 CIP to study and address erosion along Cape Henry and Ocean Park beaches. We are in the early study phase. This projects initiates the preliminary planning, design, and permitting framework necessary for instituting a beach management program for Cape Henry and Ocean Park beaches. The project will determine the required beach profile to provide protection to upland structures, apply for State and Federal permits, and development of a funding strategy for a long-term erosion control and storm protection project.

Regarding the lag effect of groundwater that percolated and inundated some parts of Shore Drive in the Fall of ’16; for a storm of this magnitude, we believe there is little to no correlation between the dune erosion and rainfall flooding. Keep in mind that Tropical Storm Hermine and Tropical Storm Julia supersaturated the soils prior to Hurricane Matthew’s arrival just two weeks after Julia. We understand that neither Isabel nor Nor’Ida (Nor’ida having the largest tidal inundation we’ve seen) were as bad as Matthew for this condition. Citizens have also reported the upward movement of groundwater even over at Cape Story By the Sea at the lower elevation properties (3.5 to 4), as there are adjacent higher properties near 10.0. · SHORE DRIVE PH III DRAINAGE NEAR THE ROW LINES
For our meeting with the SDCC March 26th, I will bring you a few Shore Dr. PH III plan sheets and cross sections to show how the project handled drainage near the roadway toe of fill areas, and how either supplemental drainage structures were provided or small ditch systems. (Emphasis ours.)

· NEW DITCH TECHNOLOGIES – NEW PRODUCTS TO ENCOURAGE GREEN BUT BE MAINTENANCE FRIENDLY
Ditches will always need maintenance, as sedimentation is a foregone conclusion… But to fulfill both objectives above is very tough… a concrete lined channel may (not always) be easier to maintain for cleaning, but they are not green. If they break up or deteriorate though, a stream restoration project is usually needed to mitigate.

While natural ditches are green, and can grow vegetation, but in this coastal environment they can try to turn into a wetland area.

While some proprietary products are “hybrid” ditches that allow growth “through” concrete blocks and have a protective lining, sediment still has to be removed. During maintenance operations, the danger is that some of the excavator’s bucket “teeth” can grab the material, thus pulling it up, which can be a nightmare since the mats are overlapped (shingled).

PW OPERATIONS did not have new technology solutions that would fit your request.

· ACCEL/DECEL LANE NEAR WESTMINSTER CANTERBURY
There is a proposed dedicated 150’ right turn storage lane with a 150’ taper transition into the Westminster Canterbury site…beyond that entrance, there is continuous accel/decel lane all the way down to Kleen St.
