“Temporary Road Closure: Pleasure House Road between Northampton Boulevard and Shore Drive”

Weather permitting, the temporary road closure is scheduled to begin at 7 a.m. on Sunday, Nov. 10, 2013, and reopen at approximately 7 p.m. on the same day.

Traffic will be temporarily affected on a portion of Pleasure House Road between Northampton Boulevard and Shore Drive while a water line is replaced.

During the water line replacement, Pleasure House Road will be closed to through traffic between Northampton Boulevard and Shore Drive. Local traffic will be maintained along Pleasure House Road up to the point of work. Through traffic will be rerouted via Northampton Boulevard and Shore Drive. Advanced warning signs will be installed advising motorist of the alternate routes. Local businesses and the church along Pleasure House Road have been notified of the traffic disruptions.

2014 Legislative Agenda – Recurring Flooding Item letter from the Mayor

As council is well aware, the recurrent flooding issue is of great concern to our citizens.

So the Mayor is asking City Council to add an additional item for VB’s legislative agenda.

…but to ask to support the authorization of the study.

Legislative Request # 1: The City of Norfolk requests the General Assembly to establish and fund a Joint Study Committee to further investigate and make recommendations on recurrent coastal flooding in Virginia.

The VIMS Report concludes Virginia localities are not adequately equipped to address and
implement meaningful flood mitigation strategies required for responding to predicated
relative sea level rise on their own. Within the VIMS Report, there are a series of simulations
that show impacted areas as influenced by: a) storm surge, b) sea level rise, and c) the
recurrences of storms making land fall within the region. All of these factors both individually
and collectively, are anticipated to increase the frequency and the severity of coastal flooding
events. This will increase damages to public and private property, amplify impacts to public
safety, and increase disruption to individuals and the economy. Left unaddressed, the
Commonwealth can reasonably anticipate that it will see significant and profound coastal
flooding now and into the immediate planning horizon.

Lynnhaven Inlet Dredging to Begin in 30 days. Sand to be placed on Ocean Park Beach.

According to an email City staff sent to Mrs. Dorinda Ennis of 3356 on the Bay, the Lynnhaven Inlet dredging, which was scheduled to take place last year but was delayed because of funding problems, will start within the next 30 days.  Please see the City staff email below

Here is the feedback from our Coastal Group that handles the dredging work:

  • The Corps inlet contract has been awarded.   Notice to proceed will be issued 9/10/2013 and work will begin within 30 days.  The dredged sand will be placed on the Ocean Park Beach.  Project completion is anticipated by the end of February.  If necessary, truck hauling from the boat ramp stockpile to the Ocean Park Beach will be available once the Corps dredging project is complete.  This work would begin in March and last for a few weeks, again as needed.
  • Crab Creek bids were opened two weeks ago, work will begin in November, with completion by the end of March.

Bayfront Advisory Committee to Meet Thursday October 17th

The Bayfront Advisory Committee will meet Thursday, October 17 at the Resort and Conference Center, 2800 Shore Drive, from 3:30 p.m. – 5:30 p.m.

The agenda for the meeting will include the following:

  • Update on public and private projects in the Bayfront area
  • Update on committee activities in the Bayfront area
  • The Department of Parks and Recreation will present on bike trails in the Bayfront area.

There will be an opportunity for presentations from the public on projects in the Bayfront area. The committee generally concludes its deliberations around 4:30 p.m. The meeting is then opened to the public for comments.

Subcommittees will meet from 2:00 p.m. – 3:15 p.m. at the Resort and Conference Center, 2800 Shore Drive. The subcommittees will discuss public and private parking with Mr. Robert Gey, P.E., from City of Virginia Beach Public Works.  Subcommittee meetings are open for the public to observe.

Public Meeting on Stormwater Management Program and Floodplain Ordinance Set for Sept. 26

Swimming Advisory Issued for Two Locations on the Chesapeake Bay  

The Virginia Beach Department of Public Health has issued a swimming and wading advisory for two locations on the Chesapeake Bay: between Ocean View Avenue (5000 block) and Mortons Road, and between Rockbridge Road and Starfish Road. Recent testing conducted by the Health Department showed that bacteria levels in the water exceeded the State Water Quality Standards. The advisory does not affect the Virginia Beach oceanfront or resort area.

A crane on a barge will scoop mud and sand from the bottom of the Lynnhaven River. The dredged material will be brought ashore at the Thalia Dredged Material Transfer Facility, and trucked to a spoils site off Oceana Boulevard.

City Engineers Present “Eastern Shore Dr. Interim Drainage Improvement Proposal”

On Thursday June 20th at the Bayfront Advisory Committee (BAC), City Engineers presented the “Eastern Shore Drive Interim Drainage Improvement Proposal”.  This proposal was the result of an engineering study performed by City engineers and engineering consultant Kimley-Horn.  The study was performed as part of the community’s on going request (since 2009) to fix tidal flooding issues in neighborhoods east of the Lesner Bridge.  The presentation, studies and recommendations can be found on the City’s Public Works website.  Click here to access

The City’s Engineering results on interim flooding fixes has been summarized on Slide 33 of their presentation shown below.  This presentaiton will be made to City Council at which point they will decide whether to fund the interim projects.  Please note that the housing and garage impacts are based on a 4.0 foot tide occurence.

Return On Investment

  • Total Cost of Interim Improvements: $1.2 M
  • Benefit is some reduction in flooding frequency for:

– 5 houses

– 15 Garages

– 570 L.F. of Street

  • Comprehensive improvements are budgeted and initial phases could begin in 2016
  • A decision on whether to fund the Interim Improvements is needed

The results of the study and a plan of action will be presented at the June 20th meeting of the Bayfront Advisory Committee. The public meeting will be held at Virginia Beach Resort Hotel and Conference at 3:30 pm.

Lesner Bridge construction slated to start January 2014, end January 2017

Construction will commence January 2014 to replace the bridge in a project that stretches westward from Vista Circle to East Stratford Road on the opposite bank. Two precast concrete bridges will replace the existing span and work is expected to last approximately three years.
