Special Presentation – Proposed Urban Winery on Shore Drive – Jennifer Eichert, owner and operator of Mermaid Winery in Norfolk, will discuss her plans to open a winery at 4365 Shore Drive. The plans include an outside seating area with fire pits and a tasting room that will be available for private parties. The project was scheduled to be heard by the Planning Commission on July 12th.

Pleasure House Point Management Plan – City Staff met with an Ocean Park Civic League steering committee to discuss the planned parking lot, ADA requirements and the wetland mitigation bank.

 

New Business –
Bayfront Advisory Commission (BAC) News – Mr. Wally Damon will update us on the actions of the Bayfront Advisory Commission.

Bay Lake Assisted Living Facility Expansion – The owners of Bay Lake plan to expand by adding new buildings to their vacant lot at the corner of First Court and Shore Drive. The plan requires a Conditional Use Permit and may be heard by the Planning Commission as early as August. The site layout shows an entrance off Shore Drive across from Indian Hill Rd and another off First Court.

Resort Conference Hotel Proposal to Convert to Assisted Living Facility – VB Planning received a Conditional Use Permit application for the transition of the VB Resort and Conference Center to become Housing for Seniors and Disabled Persons. The request is to specifically convert the hotel into independent, assisted and memory care units. A hearing may be as early as September.

Swimming Advisory Issued for Cape Henry Area
Fort Story to Starfish Road Including First Landing State Park

The Virginia Beach Department of Public Health has issued a swimming and wading advisory for the Cape Henry area of Virginia Beach between Fort Story and Starfish Road, including First Landing State Park. Recent testing conducted by the Health Department showed that bacteria levels in the water exceeded the State Water Quality Standards.

Recreational waters are monitored for bacteria using indicator organisms such as Enterococcus, the indicator of choice in estuarine and marine waters.

“The coastal waters of Virginia are generally very clean, and we test them weekly from May through September,” said Heidi Kulberg, M.D., director of the Virginia Beach Department of Public Health. “On the occasions when waters fail to meet the standards, we need to protect public health by letting residents and visitors know.”

Signs will be posted on the beach between Fort Story and Starfish Road to alert the public of the swimming and wading advisory. The signs will read:

WARNING! SWIMMING ADVISORY
Bacteria levels do not meet state water quality standards
Swimming and wading are prohibited until further notice

Virginia Beach has conducted these tests since the mid-1970s. Health officials will continue testing the site until the water quality meets the state water quality standards. When the sampling test results meet the standards, the signs will be removed.

Enterococci are a group of organisms used to determine the extent of the fecal contamination of recreational waters. While they do not cause illness, scientific studies indicate that their presence is closely correlated to the presence of other disease-causing organisms. People swimming or playing in waters with bacteria levels higher than the standard have an increased risk of developing gastrointestinal illness, as well as skin, eye and respiratory infections.

“We encourage the public to protect their health by complying with this advisory,” said Kulberg. “Typically an advisory of this nature is temporary and will be withdrawn once the bacteria levels have returned to safe levels.”

SDCC General Meeting – Special Presentation

A presentation on Virginia Beach’s participation in the FEMA/HUD Community Rating System (CRS) will be made by Ms. Whitney McNamara, City’s Environment and Sustainability Office.  Ms. McNamara will be providing an update on City’s progress in joining this program that will help residents save money on their flood insurance premiums and help improve overall city flood management plans.

The meeting is open to the public and will be held on Monday June 26th at 7:30pm in the Ocean Park Volunteer Rescue Squad hall (3769 E Stratford Rd, Virginia Beach, VA 23455)

This is the program that all but 2 cities in Hampton Roads participate and can bring a 5% to 30% reduction in your flood insurance premiums.

Marina Shores Condo/Apartment Proposed Development – Brief update. Presentation made by developer to Bayfront Advisory Committee (BAC) at June meeting. Project lawyer informs that the dredge transfer easement will be included in the zoning boundary that includes the wetlands and open space.

Proposed Development West of 7-11 near Marlin Bay Drive/Shore Drive – Variance request was scheduled for Monday May 22nd at Chesapeake Bay Preservation Area Board. Request was withdrawn. No new date has been scheduled.

Pleasure House Point Management Plan – SDCC has asked City staff for the most up to date information regarding the management plan and the CIP that identifies the creation of a wetlands mitigation bank, parking lot, rest rooms and kayak launch. SDCC has also requested the reconvening of the PHP Management Task Force that helped create the draft of the management plan.

Old Business-

Marina Shores Condo/Apartment Proposed Development – Brief update.  Developer plans to present to the Planning Commission as early as June.  The developer told Cape Story Civic Association that the dredge transfer land would be added to the proffer for unbuildable natural area to prevent it from being used as such.  City traffic studies supposedly show that traffic counts won’t be high enough and a potential for increased accidents prevent a stop light from being installed at N Great Neck and Lynnhaven Dr.

Bayfront to Oceanfront Shuttle Route – Update on City’s plans for the test route.  City and Hampton Roads Transit (HRT) are working on finalizing the bus stops and should have a brochure created soon.

New Business –

Road/Pedestrian Safety on Shore Drive – VB Works (See-Click-Fix) has been used to identify possible improvement to pedestrian crossing at Red Tide and Shore Drive.  Better signage identifying pedestrian right of way when in crosswalk and confirmation of adequate operation of motion detection system were addressed.  

City of Virginia Beach Bike and Trails Plan Input  – The City is asking for public input on this plan.  Residents can take an online survey and also provide comment using Virtual Town Hall.  Comments will be taken until April 30th.  So if you ride a bike or use sidewalks and trails, let the City hear your opinions.  Click here for City website links

Two Special Presentations at Monday’s SDCC Meeting – (1)City Code Violations/Enforcement; (2)Marina Shore Proposed Development Update

Two Special Presentations have been scheduled for Monday’s SDCC Meeting.  These are two important issues to residents in the Shore Drive area.  Please come out and be informed and have your questions answered.  SDCC meetings are always open to the general public.  All are welcomed, so bring a friend or two.

Special Presentation (1) – City Code Violations and Enforcement

Ms. Denise Wethington, Housing & Neighborhood Preservation’s Code Enforcement Inspector, will discuss the code enforcement process and violations in our community.  Inspectors patrol their assigned areas for violations, conduct systematic exterior inspections of neighborhoods on an as-needed basis, notify property owners of violations and take appropriate legal action to obtain compliance. The division addresses code violations through enforcement of the Virginia Maintenance Code and the city’s property maintenance codes.

 

Special Presentation (2) – Marina Shores Proposed Development Update

Mr. Brad Weitzer, Project Developer, and Ms. Lisa Murphy, Project Attorney, will provide an update to their plan to build an apartment complex at the current Marina Shores Marina.  The original plan called for 261 four story tall units and the addition of a 2nd entrance roadway to the east of Long Creek Cove residents.

Bayfront to Oceanfront Shuttle Route – Plans to have a trial route this summer are moving forward.  Surveys and public comments have been supportive of this project.  Updates will be discussed and suggestions for promotion of the new service will be welcomed.

Transit Planning Community Workshop – Part II

​​​​​​Let’s get going!  ​​​​​​​​​​Join us Wednesday, March 22 from 6 to 7:30 p.m. at the Sandler Center for the Performing Arts to learn about and help plan our transportation future.
Residents are invited to help plan improvements to public transportation in Virginia Beach and throughout our region. This interactive session will review work to date, including feedback from more than 560 survey responses following the first public meeting (Jan-Feb 2017). We’ll look at potential new routes as well as issues involving frequency, schedules and more.

Mr. Mike Bumbaco, Project Manager with the City’s Public Works/Water Resources Department, will provide updates on the current storm water projects being worked in our area.  He will also discuss additional plans that are in the design phase and could benefit from public input.  The improvements could carry a price tag of $60+ million.  Some of the topics to be covered will include:

  • Sluice Gate installation in Cape Story and Lynnhaven Colony.  How they operate and project timeline.
  • Pump house upgrade at Poinciana in Cape Story
  • Storm water improvements for areas north of Shore Drive
  • Large collection pound for current treed area near Page Ave. and Shore Drive
  • What types of systems could be used along Shore Drive, large pipes and pump stations or gravity drains?

There is no fee to drop off items, but donations are always appreciated.

Community Rating System (CRS) – Update on the City’s progress in joining the HUD-FEMA CRS program that could save 5-20% on Flood Insurance premiums.

Proposed Marina Shores Condominium Development – Update on proposed development of 261 condos to take the place of boat dry storage and commercial building currently located on the site.

Proposed Commercial Development Near 7-11 near Shady Oaks and Shore Drive – Update on the proposed commercial development planned for the portion of land just west of the 7-11.

Shore Drive Storm Water Capital Improvement Project – Update on active CIPs 7.151.000-003 are active projects designed to improve storm water collection and removal in the neighborhoods east of the Lesner Bridge along Shore Drive.

New Business –

Bayfront Advisory Commission (BAC) News – Mr. Wally Damon will update us on the actions of the Bayfront Advisory Commission.

SDCC Vote on Proposed Shore Drive to Oceanfront Shuttle – Membership will vote on proposed trial bus service between Shore Drive and Oceanfront that will operate between May and September 2017.

SDCC Vote on Proposed Friends of Live Oaks (FOLO) Proposal – FOLO is requesting support to save the City’s largest Live Oak grove currently located on City owned property. 

Light Rail Funds to Support Storm Water Improvements – City Council is entertaining the idea of redirecting funds appropriated for Light Rail to help make $500 million worth of storm water improvements.  What do SDCC members think about this proposal?

Community Concerns and Suggestions for 2017 – General discussion of neighborhood and community concerns that may need SDCC attention.  This is an opportunity for all to share information.

Special Presentation –  Update on Proposed Bus Shuttle between Shore Drive and the Oceanfront

by Mr. Mark Shea, Transportation Planner for City of VB

Mr. Shea will provide an update on the proposed HRT bus shuttle between Shore Drive and the Oceanfront.  He will discuss cost estimates, stop locations, stop frequencies, dates of operation and next steps for this 2017 trial route.  Question and answers will follow the presentation

The presentation will be part of the SDCC general meeting which takes place at the Ocean Park Volunteer Rescue Squad on Monday November 28th at 7:30pm.

Online Home Sharing Economy Ad Hoc Committee – Update on committee work from Tim Solanic, committee member and Ocean Park resident.

Proposed Commercial Development Near 7-11 near Shady Oaks and Shore Drive – Update on the proposed commercial development planned for the portion of land just west of the 7-11.  The developer plans to fill in part of Lake Joyce and have the access to the property come through the neighborhood via Woodland Ave

Bayfront Advisory Commission (BAC) News – Mr. Wally Damon will update us on the actions of the Bayfront Advisory Commission.

Mr. Dove will tell us about Habitat for Humanity and will discuss ReStores, Volunteering and Team Build opportunities in our area.  He will also hold a question and answer session after the presentation.

Storm Water and Emergency Management Concerns – What problems did your neighborhood have during the Hurricane Matthew storm?  What improvements or actions would you like to see?  SDCC will be compiling a list to give to the City for consideration and action.

Citizen Engagement Opportunities –  

  • Vote November 8, 2016.  In person absentee voting available at Great Neck and Bayside Rec Centers from Oct 24th to Nov. 5th (9am to 4pm weekdays and 10am to 2pm weekends)
