UPDATE: 1230PM we are told by COVB Project Manager lane closure is being taken down now.
“Paving done last night was carried into this morning.” Editor checked camera at http://www.workzonecam.com/projects/rshcs/rshcs and it appears there was no lane closure at 10am, but lane closure at 11am. As of the writing of this, COVB also did not use Twitter, Facebook, Electronic signs etc to get the word out. As of 1230PM photo – it appears lane closure is still in affect.

We sincerely apologize for the backup you experienced on Shore Drive yesterday. Unfortunately, we did not anticipate the need for the lane closure on Lesner Bridge. Our lane closures for the Lesner Bridge construction project usually take place at night in order to avoid the serious delays you experienced yesterday.As a matter of public safety, the emergency lane closure that was put in place yesterday was to alleviate a potentially dangerous situation that was created by incomplete temporary pavement markings at the Vista Circle/Shore Drive intersection. We could not keep both THRU lanes open with this condition until it was corrected. The correction is being made now, and the plan is to have the lanes re-opened for this evening’s rush hour (5:00 PM).

EMERGENCY LANE CLOSURE #LESNERBRIDGE EASTBOUND NOW

Today, Monday, September 22nd, the City of Virginia Beach directed the Lesner Bridge Contractor (McLean Contracting) to temporarily close one lane of eastbound traffic as you cross the Lesner Bridge until they could modify the recently constructed lane shifts at the Vista Circle Intersection. This single lane closure exists on eastbound Shore Drive between Vista Circle and the eastern bridge abutment.
Emergency work to improve the lane alignment at this intersection will continue through early Wednesday morning 9/24/2014. The current schedule is to excavate material from the shoulder in front of Starbucks today, place asphalt tomorrow afternoon, and complete the pavement remarking tomorrow evening.
We offer a special thanks to all of the citizens that made us aware of this situation at Shore Drive/Vista Circle.

As many of you have seen, traffic patterns on Shore Drive are beginning to change as you approach the Lesner Bridge. Work over the next two weeks will consist of preparing both the eastbound and westbound bridge approaches for the lane shifts as we move into Stage 2 construction of the bridge.
The eastbound lanes on Shore Drive as you approach the bridge have already been shifted to the south. Work was done on Wednesday to place asphalt, temporary pavement markings, and delineators on Shore Drive between the bridge and East Stratford Street in preparation of the lane shift of the westbound Shore Drive traffic towards the sushi restaurant and away from 3556 On the Bay Condominiums. This traffic move will provide the required space we need to install the utilities, temporary retaining walls, grading, and infrastructure required for the new westbound bridge abutment.
A similar lane shift will also occur on the east side of the bridge towards the Lesner Inn. It will be several weeks, however, before we begin this lane shift. Once the contractor sets a date for this work, we will post another project update to inform you of the necessary details.

First of all, as many of you are aware, the residents of 3556 on the Bay condominiums have graciously allowed us to install a time-lapse camera on top of their building to photo-document the Lesner Bridge construction. This camera snaps a photo every 30 minutes and saves the images for use in a time-lapse movie. The link to this camera can be found at: http://rshcs.workzonecam.com/rshcs
Now for some important construction related information.
Due to the daytime lane closure restrictions on Shore Drive for the summer season, any work performed on Shore Drive requiring lane closures between now and October 1st will have to be performed at night. Beginning tonight at 9:00 PM and ending this Thursday work on Shore Drive between East Stratford Street and the western bridge abutment will require temporary lane closures.
This nighttime roadway work will include:
Tuesday, July 29, 2014 22:00-05:00 – Sawcutting edge of pavement on EB Shore Drive, outside lane
Wednesday, July 30, 2014 22:00-05:00 – Grading of shoulder area on EB Shore Drive
Thursday, July 31, 2014 22:00-05:00 – Paving median between EB and WB lanes on Shore Drive
The daytime work now taking place includes:
1) Installing oil/water separator structure, SW corner of Shore Drive and Vista Circle
2) Preparing area for drilled shaft construction at bridge Pier #1, NW side of Lesner Bridge
3) Preparing shoulder areas on EB Shore Drive between East Stratford Street and Vista Circle for pavement widening and temporary pedestrian access.
Over the next four weeks roadway work and preparations for the traffic lane shifts on Shore Drive will continue. Once this temporary roadway work is completed, eastbound Shore Drive traffic will be shifted south at both bridge approaches to make room for the shifted westbound lanes. Both lanes of the WB Shore Drive traffic between Page Avenue and the eastern bridge abutment and also between East Stratford Street and the western bridge abutment, will be shifted through the existing median onto what are now the EB lanes. This temporary Stage 2 traffic pattern will provide the room necessary for building the new WB bridge.
The Stage 2 traffic pattern for WB Shore Drive traffic will be as follows:
Between the existing Lesner Bridge and Page Avenue: Once WB Shore Drive traffic travels through the signalized intersection of Page Avenue and Shore Drive, traffic will be shifted south through the existing median onto what are now the EB lanes (both EB lanes will be shifted south towards the Lesner Inn and Bubba’s onto temporary pavement). These WB lanes will then be shifted back through the median and onto the existing WB Lesner Bridge approximately 250 feet before the bridge. WB traffic will then continue across the WB bridge.
Between the existing Lesner Bridge and East Stratford Street: After crossing the bridge, the WB traffic will be shifted again through the existing median onto what are now the EB Shore Drive travel lanes between East Stratford Street and the bridge. After approximately 300 feet, the WB traffic will be brought back through the median and back onto existing WB Shore Drive to the traffic signal at the Shore Drive/East Stratford Street intersection. WB Shore Drive traffic will then continue through this intersection just as it does today.
Please note that although the traffic lanes on Shore Drive are being shifted, the current lane designations will be maintained. The LEFT TURN lanes on Shore Drive at East Stratford Street and Page Avenue will be re-marked and maintained throughout the Stage 2 traffic pattern.

“The city just put in the Work Zone Cam near the construction site on Shore Drive. You can see the progress of building the new Lesner and keep your eye out for any backups.”
The camera snaps a picture of the Lesner every 30 minutes. You can also watch a time lapse video of the progression and search certain dates or times.
“During the work, pedestrians will be able to use a 4-foot walkway, incorporated into construction plans by widening the pavement at the ends of the bridge and narrowing traffic lanes by 1 foot apiece, Wojtowicz said.”

(C) 757.409.4353Summer has officially begun, and – as you have noticed – so has the construction of the replacement Lesner Bridge project. I have spoken or corresponded with many of you over the past few weeks regarding your concerns with the start of this construction work. Based on these discussions, our project team felt that a brief update on the work and our response to the top three concerns might help folks better understand what work is taking place right now.
Below are the top three questions – and answers – that we have been discussing with so many of you:
Q: “Why wasn’t my property included in Pre-Construction Damage Assessment Survey?”
A: Generally, all properties (10) within 200 feet from a source of vibration that could exceed a threshold particle velocity value of 0.5 in/sec between a frequency of 2 and 10 Hz have been included in the contract documents. We refer to the AASHTO Standard Recommended Practice for Evaluation of Transportation-Related Earthborne Vibrations for selecting this threshold particle velocity – which is the level at which a plaster wall MIGHT begin to crack.
If your property was not included in the contract documents as one of those requiring a survey, then your property fell outside of this zone of influence and has an extremely low risk of structural damage from construction related earth related vibrations. That being said, if the City felt that there was any risk of structural damage to a particular property, that property would have been included in the contract documents as requiring both a Pre- and Post-Construction Damage Assessment Survey.
Beyond the expected areas of influence, seismographs – along with horizontal and vertical control points – have been placed so that the project team can monitor these vibrations in real time and make adjustments to the construction methods if necessary. [As a side note, people “sense” or respond to a much broader range of vibration frequencies and intensities than structures. Intrusive vibration levels might concern some folks at much lower intensities than levels considered critical for structures (0.5 inches/sec between 2 and 10 Hz)].
So even though extremely low levels of vibration may be a nuisance to some people and cause one to become concerned about structural damage, there really is very little risk of this damage. All Pre-Construction Damage Assessment Surveys have been completed at this time.
Q: “Why does the Contractor have to work at night? There is so much noise!”
A: The contractor is only performing work at night that requires temporary lane closures on Shore Drive. Since we are in the summer months, daytime lane closures on Shore Drive are not permitted until after September 30th unless an exemption is granted by the Public Works Traffic Engineering Dept. Both stationary and non-stationary noise at night is now being monitored by the City using an Extech Digital Sound Level Meter to assure the Contractor’s compliance with the contract documents.
Q: “Why did the bridge contractor placed a fence at East Stratford Street and Shore Drive? This impedes pedestrians who want to cross Shore Drive from East Stratford Street to get to the beach since the beach access at the boat ramps has been closed.”
A: New storm drainage and a large stormwater management device need to be installed at this corner. This fence and other barriers are required to “safe-up” the work area and the deep excavation that will be performed. The project team has reviewed the pedestrian access concern and will make some minor design changes (such as moving the stormwater management structure further to the east) to better accommodate these pedestrians. The proposed changes are that the pedestrian signals will be un-bagged and a gate will be added to the temporary fence to allow pedestrians access to the existing crosswalk. These changes will be implemented before July 4th.
The work taking place right now on the project involves modifying the approach lanes at both existing bridges in preparation for shifting the lanes of traffic slightly to the south. This lane shift is required in order to make room for the equipment and utilities needed to construct the new westbound bridge. The crane that is out there now on the west side of the bridges will be used in the construction of the first bridge footing and abutment for the new westbound bridge.
Bridge footing construction will likely begin in August 2014 and will progress from west to east. During this time the concrete casting yard, Atlantic Metrocast Inc., in Portsmouth VA will be prepared for production of the pre-cast concrete bridge sections. Placement of the first bridge segments on the new bridge piers/foundations will likely begin in mid-March 2015.

I have expressed my concern to Chris Wojtowicz, city engineer in charge of the project, and he responded promptly that he is having his staff look into moving the pedestrian crossing to the west side of the intersection. I am concerned that this may not take place in time for the 4th of July fireworks off Chicks/Ocean Park Beach. There will be large numbers of people crossing Shore Drive for this event and the lack of a functioning cross walk at this key intersection posses a significant safety issue…

We are working on it and discussed this at this morning’s progress meeting. Some changes will be made as early as today. A changes will be in place by July 1.
