We were told:
Nope. Just on the westbound bridge. You will have to use the eastbound bridge. They need to remove sections of sidewalk on the westbound bridge in order to build the new bridge abutment.

Eastbound has no sidewalk from the bridge to Vista Circle. Nothing but a dirt path that is very unsafe. They should pospone work on westbound until the sidewalk is complete.
Becaues so much of the cost is federal dollars they must abide by federal regulations.
My understanding is that the city cannot close off pedestrian access while under construction. A dangerous dirt path cannot constitute pedestrian access.
