Swimming Advisory Lifted – 5/17/2012

The Virginia Beach Department of Public Health has lifted a swimming and wading advisory that was issued for the Chesapeake Bay between Wake Forest Street and Rockbridge Road.  Lab results showed bacteria levels in the water meet the State Water Quality Standards.

Signs have been removed that previously alerted the public of the advisory.

On May 16, the Virginia Beach Department of Public Health issued a swimming advisory to protect public health following an abnormally high bacteria level reading. The sampling level has returned to an acceptable bacteria level and it is now safe for residents and visitors to enter this area of the bay.

Recreational waters are monitored for bacteria using indicator organisms such as enterococci, the indicator of choice for estuarine and marine waters. Enterococci are a group of organisms used to determine the extent of fecal contamination of recreational waters.

While Enterococci do not cause illness, scientific studies indicate that their presence is closely correlated to the presence of other disease-causing organisms. People swimming or wading in waters with bacteria levels higher than the standard have an increased risk of developing gastrointestinal illness and skin, eye and respiratory infections.

Environmental health officials sample recreational beach water on a weekly basis during the swimming season from May through September.

Recent testing conducted by the Health Department showed that bacteria levels in the water exceeded the State Water Quality Standards. The advisory does not affect the Virginia Beach oceanfront or resort area.

“The coastal waters of Virginia are generally very clean, and we test them weekly from May through September,” said Venita Newby-Owens, M.D., Director of the Virginia Beach Department of Public Health.  “On the occasions when waters fail to meet the standards, we need to protect public health by letting residents and visitors know.”

Signs will be posted on the beach between Wake Forest Street and Rockbridge Road to alert the public of the swimming and wading advisory.

The signs will read:

WARNING!  SWIMMING ADVISORY

Bacteria levels do not meet state water quality standards

Swimming and wading are prohibited until further notice

Virginia Beach has conducted these tests since the mid-1970s. Health officials will continue testing the site until the water quality meets the state water quality standards.  When the sampling test results meet the standards, the signs will be removed.

 After 10 years of work, the preservation of the site has now become reality.  Without the collaboration of the community, CBF, Lynnhaven River Now, Trust for Public Land, City of Virginia Beach and the City Council, this purchase could have never happened.

NASA to Launch 5 Rockets from Wallops Island

SCRUBBED: Tonight’s ATREX launch attempt has been cancelled due to internal radio frequency interference on one of the instrumented payloads. The next launch attempt will be no earlier than Friday/Saturday with the go/no-go decision to be made late Thursday afternoon.

 NASA is scheduled to launch five suborbital sounding rockets in just over five minutes March 14 as part of a study of the upper level jet stream. The launch window currently is 11 p.m. to 6:30 EDT, March 14 – April 3. The Anomalous Transport Rocket Experiment (ATREX) will gather information needed to better understand the process responsible for the high-altitude jet stream located 60 to 65 miles above the surface of the Earth. As part the mission, the five rockets will release a chemical tracer that will form milky, white clouds that allow scientists and the public to “see” the winds in space. These clouds may be visible for up to 20 minutes by residents from South Carolina to southern New Hampshire and Vermont. Neighborhood Dredging Study Draft Final Report is Available for Public Comment

The Beaches and Waterway Advisory Commission (B&WAC) has completed the Draft Final Report for the Neighborhood Dredging Study and is accepting public comments on the report.  The deadline for comments has been set for NOON on Tuesday December 6th.  See the email from B&WAC Chairman Tom Fraim below for additional details.

Tom Fraim email excerpt – “Final comments from the public will be set for noon on December 6th and we will incorporate constructive comments for the real FINAL REPORT TO COUNCIL at 5:00PM on December 8th in the City Manager’s conference room. I expect the meeting to take less than 10 minutes. We will  not take additional public comment and with the exception of approving the minutes of the last meeting, we will not have an agenda. The approved Report to Council on the Neighborhood Dredging SSD Program will be posted on the City Website on December 9th while it is being properly constructed with maps, engineering reports, cover sheet, index, binding … etc.

 As you will read in the report, we interpret the instructions from Council to direct us to find additional site options that would have less impact on the neighborhoods and does not give us the option of eliminating sites selected prior to their approval of the program. We cannot eliminate Maple Street from future consideration, but we are asking Council to do exactly that … “

Items in the report that may be of particular intrest:

  • An unsupported requirement that five dredging zones are needed.
  • The reasons for public opposition to Maple Street and Crab Creek sites are legimate concerns.
  • The opposition to Maple Street and Crab Creek site is a standard NIMBY (Not In My Back Yard) situation and will go away when the local residents need dredging projects.
  • The Lynnhaven Drive site is a preferred alternative to the Maple Street site, but only City Council can remove the Maple Street site from the overall plan.

Va. Beach zoning board opposes dredge transfer plan - Sept 7th

On September 7th, the Beach’s Board of Zoning Appeals sided with residents who argued that the city doesn’t own or lease the land off Long Creek and therefore can’t use it for a transfer station. The board overturned a decision by the Beach’s zoning administrator, who had ruled that the city has a long-term easement there for dredging operations and therefore the transfer station was an appropriate use of the land.

City Receives $500,000 for Pleasure House Point Land Acquisition

I just wanted to highlight my favorite part of the notice “As noted in the grant application, the project has strong local support from community. Organizations and individuals have rallied to raise funds to ensure the entire property is preserved as natural area, rather than having a portion commercially developed.”.  Shore Drive residents are the best.

As part of a large conservation effort to permanently protect the entire Pleasure House Point property located within the Lynnhaven watershed, the City of Virginia Beach has been awarded a $500,000 grant from the Virginia Land Conservation Foundation.  The grant will help the city acquire 82 acres of coastal wetlands and marine forest.
The property is identified in the Virginia Conservation Lands Needs Assessment as highly threatened by development. The acquisition of Pleasure House Point has been identified as a top priority in the City of Virginia Beach’s Comprehensive Plan.
Efforts to protect the largest undeveloped parcel of land on the Lynnhaven River (122 acres) began in 2010 through a partnership with Trust for Public Land, the Chesapeake Bay Foundation and the City of Virginia Beach. The Trust for Public Land initiated a plan to purchase the property and sell parcels to the Chesapeake Bay Foundation and the City of Virginia Beach.
As noted in the grant application, the project has strong local support from community. Organizations and individuals have rallied to raise funds to ensure the entire property is preserved as natural area, rather than having a portion commercially developed. The Virginia Beach Parks and Recreation Foundation is participating as the designated 501(c) (3) organization for fundraising activities. http://www.vbprf.org

SDCC Neighborhood Dredge Position Statement Letter and BZA Hearing Notice Wed Sept 7th @ 2pm

Everyone,
  This Wednesday, Sept 7 at 2 PM in Virginia Beach City Council Chambers (Second Floor Bldg 1), the Board of Zoning Appeals (BZA) will hear public comment on whether the Maple Street transfer site should become a permanent transfer site for non-beach grade dredged spoils.  As you know, this site has been used in the past when the Corps of Engineers was dredging the channel to keep it open for navigation.  This was a hydraulic dredge process that would occur for a couple of weeks every couple of years.  This dredging produced beach quality sand which was spread on our beaches along Cape Henry.  What the city is proposing now is to dredge residential tidal areas that have filled in with street silt and make them “deep water access”. These tidal areas will be dredged mechanically, have the spoils placed on a 20-40 cubic yard floating hopper, barge and then transported to one of two sites as of now (Maple St. and Thalia/VB Blvd). The city has proposed other sites for mechanical transfer, but as of now, only Maple St and Thalia are being established as transfer sites.  This mechanical operation is beyond the current permit for Maple St, because this is not beach quality sand and the spoils can not be deposited at Maple Street, Crab Creek (Lesner Bridge area) without a lot more permitting and approvals. This is key to this BZA meeting this Wednesday.  The city would like to say it is within CURRENT zoning limitations for the site, while we firmly believe that it exceeds R7.5 zoning (Residential) as it is presently zoned.  This meeting will determine whether residential zoning laws prevail, or the city changes it to a permanent industrial transfer site.  This is big. If the city has their way, it could forever change Long Creek. Will the city control and enforce safety rules for barge traffic on Long Creek?  Look how well the city enforces current OSHA safety rules concerning harnesses worn by workers doing second story roofing.  Just my point.  We need your support in this meeting.  Email me if you have questions.  It is just our neighborhood way of life and safety that is in hazard.

Sunset Candlelight Memorial for Victoria Anne Marie Shuler - Friday Aug 19th, 7:45pm @ LBR

A sunset candlelight memorial will be held for Victoria Shuler, daughter of Captain Lee Shuler.  A slide show will end the ceremony.  It is recommend people bring bug spray and umbrellas if chance of rain.  Should there be severe weather, thunderstorms, this will have to be postponed.  Parking is free, but carpooling or walking is recommended.  Cold bottled water will be available.

Victoria Anne Marie Shuler, 20, passed away on July 21, 2011. Born on June 17, 1991, she was the daughter of Lee M. Shuler. She will be remembered as a loving mother to her one-year old son, Haiden James. Survivors also include her sister and brother-in-law, Maria N. and James Jaskowiak; her brother, James P. Losee, Jr.; her grandmother, Elena M. Lamme of Maine; her aunt and uncle, Lisa and Robert Lamme of Massachusetts. Victoria was a 2009 graduate of Cox High School, loved to fish, and devoted her time to many community activities. Beaches & Waterways WAVY 10 Story - Commission works on site for sludge

VIRGINIA BEACH, Va. (WAVY) – A City of Virginia Beach commission has come up with a list of proposed destinations for sludge if they move forward with a dredging project along the Lynnhaven River Basin and Long Creek.

In March, 10 On Your Side told you about the battle brewing between waterfront neighbors in the area.

Folks living along the river want deeper water for bigger boats, but to accommodate larger vessels the city would have to dig up the river bottom and transfer the materials or dredge.

Homeowners previously told us of their concerns about sludge placed on barges and dumped across the waterway in front of their Long Creek homes.

“We’ll never be able to sell them, rent them or live in them without that noise, that pollution, that smell,” said homeowner Lynne Bornstein.

The issue brought out members of the city’s beaches and waterway advisory commission to take an afternoon tour of that site and others.

“If we can find alternatives that’s what we’re all about. It’s fact finding for us,” said Commission Chairman Tom Fraim.

The Commission expects to hear from the public on this issue perhaps as early as next week at its regularly scheduled meeting.

While board’s decision is not expected for several weeks the City Council will have the final say in the matter.

The Beaches and Waterways Advisory Commission will meet on Thursday, August 18, at 4:00 pm in Building 19, Room B, located at 2416 Courthouse Drive, Virginia Beach, Virginia. 

Up to one hour of the agenda will be devoted to public comments on the following two topics only: 

(1) The feasibility of alternative dredging methods, such as hydraulic rather than mechanical dredging;
(2) The potential for beneficial re-use of spoils.

Public comments will be limited to three minutes per speaker.

Public comments on additional related issues will be scheduled for future meetings.
