The department will work to identify funding for the project within its upcoming FY 2013-14 Capital Improvement Program (CIP) Funding Plan, and if so identified, the target date for completion and opening of the dog park would be Spring 2014.

Isn’t this just some fencing and some trees/bushes for targets? Maybe the dog owners can chip in some $ and volunteer hours and do it themselves. I’m sure the City has some legal design plans from other parks that could be followed. Get ‘er done. :-)
