Oyster Roast Thank You

Thank you to everyone for your help in making our 6th Annual Oyster Roast on Saturday a great success.  The food was delicious, especially those Lynnhaven Oysters, More Perfect Jones provided great music, the weather could not have been more perfect and our volunteers were terrific!  It was a great day to celebrate the progress we have made toward restoring the Lynnhaven River and recommit ourselves to this good work.  Thank you again for making it such a successful day.

Paddle for the Lynnhaven

The 5th Annual Paddle for the Lynnhaven is this Saturday at First Landing State Park, 64th Street entrance, the Narrows.  There will be a 7 mile race and a 3 mile fun paddle.  Registration starts at 8:00 AM; events start at 9:00 AM.  Sponsored by the Mid-Atlantic Paddler’s Association and all proceeds benefit Lynnhaven River NOW.  For more information, please contact Susie Johnston at 757-575-0022 or johnston.susie@verizon.net.

Presentation on Hurricanes at Virginia Aquarium

Steve Lyons, Ph.D., the Weather Channel’s tropical storm guru, will be the featured guest of the Virginia Aquarium & Marine Science Center’s Speaking of Science Series, Saturday, April 26, at 7 PM in the 3D IMAX Theater.  Admission to the series is free.  During his presentation, Lyons will address hurricanes, the current state of tropical storm science, and how these storms may affect our region.  He will also discuss how forecasting and response has changed since Katrina in 2005.

Presentation on proposed parking deck at Westminster-Canterbury(WC) – Mr. Bill Pine from WC will discuss the
proposed plan to build a 3 story parking deck where the current ground parking exists.  This deck will add about 150
spaces and will be shielded from view by existing trees.  Bill will show several architectural sketches and hold a
question and answer session after the presentation.

Old Business- 

Indigo Dunes Project – Department of Environmental Quality (DEQ) will be issuing a Preliminary Permit.  The SDCC
will be submitting a letter to DEQ identifying the opposition points to the 2nd proposed plan.  These opposition points are
identical to the ones made for the plan that is going to Circuit Court since very little was changed and nothing to reduce
the community’s concerns.

Lynnhaven River Proposed Spoils Transfer Station – According to Councilman DeSteph, 2 new sites on the
Western Branch are being evaluated.  The SDCC has set up an area on http://www.sdcc.info where residents can submit
their suggestions for additional sites.  Residents are highly encouraged to add sites to the list. 
We’ll also chat about questions being submitted to P/W about the permanent facility & how it will impact the Shore Drive
Community. Current plan is to ask questions, get responses to make public, have each SDCC member vote on supporting or
opposing the transfer station as presented.

Cape Henry Beach Sand Replenishment – City Council and the City’s Attorney’s Office will be moving ahead with
necessary plans and paperwork to make Cape Henry Beach the spoils site for the next dredge cycle in 2009/2010. 
Nice job to all of those groups and members that worked on making this happen. 

SDCC Oyster Roast – Paperwork has been received for Saturday Nov 15th from noon until 4pm at the VB Resort
Conference Hotel.  Suggestion to have Eddie Sal as entertainment and to also invite the Cox H.S. artists for a art show. 
Are there any other suggestions?  We also need a chair or co-chair for the event.  If you like to throw a party, this
position would be perfect for you, who will step forward?

New Business –

SDCC Membership and Committee Participation – SDCC Membership forms have been mailed out.  Our goal is to
have 35 paid members this year.  This year’s packets contained a information form which we’d really like each group to
take the time and fill out.  Much of the information requested will help SDCC become a better organization.  Have you
received yours and have you responded?

2nd Annual Shore Drive Town Hall Meeting – Last month’s meeting it appeared everyone wanted to hold a Town Hall
meeting.  Now we just need to solidify a date, time, location and topics.  Suggestion was to hold it in May or June at the
same place as last time.  SDCC officers will check the hall availability and we will decide on one. 
SDCC Officer Nomination Committee – The nominating committee is getting an early start for the upcoming election
of 2008/9 officers.  If you are interested in running or know of anyone that may be, please contact Dan Creedon at
DanVaB@aol.com.  The committee will make their presentation of names at the October 27th general meeting.

Proposed Rezoning of City Marina – City Planning is scheduled to go before the Planning Commission to request the
rezoning of the marina to B-1 with proffers.  Several concerns were discussed at our last meeting and emails have been
exchanged with the City since them addressing these concerns.  Now the SDCC has to decide if we want to take a
position on this issue and what that position will be.  Come prepared to discuss.  If a position is warranted, then it will be
made either at the planning commission meeting or most likely at the City Council meeting that will follow. 

Ft Story Soldiers expected to travel on Shore Drive this Friday ~8pm

Permanent transfer station at LBR&BF update

Added to the Official Page at VBGov.com for the dredging of the western branch of the Lynnhaven, & dredging opportunities for the rest of the watershed, are notes & comments submitted about using the LBR&BF as the permanent facility from both the March 19th meeting & the submitted comment cards.

We received an update last week about the open FOIA requests excluding work being done related to the Lesner Bridge.
2. Please forward us our open FOIA requests for various reports & analysis that were completed & highlighted the LBR&BF as the appropriate location. I have copied Nancy Bloom on this email as she also has those FOIA requests marked as open.

“All reports and analysis that have been completed have been provided.”

About the current plan of using the LBR&BF as a permanent facility for the entire watershed, we received this feedback:

“See question #4 on the Q&A fact sheet that is available on the related documents section of the project web page for clarification in regards to the anticipated limited duration and use of the facility.  The current proposal is for a permanent facility at this location as part of a long term strategy to provide multiple permanent transfer facilities to serve public and possibly private dredging needs.  If private use is allowed, it is not practical or likely that the Crab Creek facility would serve the needs of the entire Lynnhaven basin.  This issue was addressed in detail as part of the City’s presentation at the March 19th Public Meeting.”

Our hope is that will be explained better at the Official Page.

Finally, re: Lesner Bridge safety, as soon we have the risk assessments, safety plans based on those assessments & data used by Clark-Nexsen, the engineering consulting company hired to do this work a couple weeks ago, we’ll make the info available here. Hopefully it’ll also be made available at the Official Page as well.

 

Bayfront Advisory Committee’s Design Subcommittee To Meet April 22

The Design Subcommittee of the Bayfront Advisory Committee will meet at 8:00 a.m., Tuesday, April 22, at the First Landing State Park Trail Center Conference Room.  The Trail Center Conference Room is located at the end of the park road leading south from the Shore Drive park entrance where parking is located to access the nature trails.

The Subcommittee will be continuing its discussions about pursuing recommendations for revisions to the Shore Drive Corridor Plan, the Shore Drive Design Guidelines, private encroachments on City right-of-way, and related matters.

The meeting will be open for the public to observe; however, there will not be an opportunity for the public to participate in the Subcommittee’s deliberations.

How to Challenge your Assessment

Reprinted from an email from Cape Story:

To Challenge your Va Beach property assessment consider:

1. Homeowner contacts the Assessors office at (757.385.4601 or 757.385.4912) and speaks with appraiser.
2. Appraiser verifies property information for accuracy and provides homeowner with the sales data that was used to arrive at the assessment.
3. If homeowner would like assessment to be reviewed again, the Assessor mails them a “Request for Reappraisal” form.  On this form, the Assessor asks them to list properties that they feel they should be compared to, as well as why an adjustment should be made.
4. When form is received back in the Assessors office, it is given to the appraiser.
5. Appraiser contacts homeowner to schedule a time for a field visit with homeowner, if that is his desire.
6. Appraiser reviews in field and makes a recommendation to the Assessor as to whether assessment should be changed.
7. Assessor makes final approval.
8. If assessment is unchanged the Assessors office mails out a letter stating that the Assessor feels the assessment is justified and will remain as is, along with a list of comparable sales that were used to arrive at this assessment.  Information advising them of their right to appeal to the Board of Equalization is provided.  If assessment is changed, then the Assessors office mails them a corrected assessment notice.
9. Beyond the Board of Equalization the homeowner has the right to file suit with Circuit Court.

Hurricane Planning and seatbelts

Connection? Answer. Both lose their effectiveness if not used before the critical event. As Virginia Beach readies for the hurricane season, it is time to review or develop a Hurricane Emergency Plan specifically tailored for your family. The residents of Virginia Beach have not been significantly impacted by a hurricane since Isabel gave us a glancing blow in September 2003 delivering Category 1 winds of 74 MPH at the South Island Chesapeake Bay Bridge Tunnel and a 5 foot tidal surge. Many of us watched as the water came up in our yards wondering just how close it would come to our homes. Cape Henry Shores caught a dose of reality as many of us lost electricity, some residents for a few days, for some a week or more. We forget how much we are dependent on electricity in our daily lives until most essential items stop or go dead. Despite being barely a Category 1 hurricane (Saffir-Simpson scale 74-95 MPH) Isabel’s collateral damage left 2 million households without power and caused $625 million in damages. Residents had to cope with the power outage and deal with food spoilage, its proper disposal and the loss of air conditioning. For many, it became an extended camping experience with Coleman stoves and lanterns, coolers, and barbeque grills. We should remind ourselves that Isabel was only a Category 1 and that it could have been much worse.

As we approach hurricane season, ask yourself what you would do if you were told by weather officials that this area was going to be hit by a major Category 3-4 hurricane (131-155 MPH/13-18’ storm surge) in 7 days. How would you start your preparations? (Oh, you also have a daily real life job to perform and your boss wants you to prepare the office for possible damage). For starters, you would need to meet your family’s basic needs; food and water, gas for your car, refill medicine prescriptions, cash at the ATM, find insurance paperwork, prepare your house, new propane bottle for grill, take in lawn furniture, and find a kennel for 80 pound lab Fido, because local shelters do not accept pets, and do a computer backup. Now, compress that previous 7 days of preparation into a more likely 3 days (2 days prep allowing for evacuation to an area shelter no less than 24 hours before the storm’s arrival). If you expect to load supplies, clothing, family, and Fido in the car to evacuate out of the area, expect to leave much earlier.

Without long term planning and a plan, you would have a very difficult time meeting your needs within your timeframe. If you miss in your planning or your timeline compresses too much, you could potentially put yourself and family in a dangerous position of not evacuating soon enough, not able to “shelter in place” in your home because it has not been prepared, provisioned, or lies in an expected flood area and now forced to seek other shelter options. Our city shelters could be very adequate in a minor storm or barely marginal in a major hurricane as more residents would be forced to seek protection there. Evacuating via highways from our CHS area is dangerous if you get caught in the gridlock that would occur as many people inundate the escape routes. As storm conditions worsen, our tunnel at Hampton Roads will be closed to prevent flood damage thereby stopping all traffic. Chesapeake Bay Bridge Tunnel is not a designated evacuation route and will also be closed at some point before the storm as winds increase. Evacuating through the Chesapeake HW64 high-rise bridge route would be hazardous if attempted too late. Residents and city planners will face many challenges.

During a recent discussion with a senior Virginia Beach emergency official, I was told that we had little likelihood of being struck by a hurricane because of our geographic position, and that I was putting much effort into something that would probably not happen. While historically correct, this area has suffered major hurricanes including that which formed Willougby Spit (1749) and the “Great Hurricane” (Sept 14, 1944) which had 134 MPH winds/gust to 150 MPH at Cape Henry. Hurricanes are random events brought about by many variable meteorological conditions of water temperature, wind circulation and pressure gradients. These conditions combine to make hurricanes, build them or break them down. Hurricanes neither conform to statistical analysis nor comply with historical schedules.

To deal with the possibility of a hurricane affecting this area, I believe that planning is essential. Hurricane planning gives you time and options. Emergency planning is like a life boat on a cruise ship. Historically rarely used, but priceless when the situation warrants. So, look over your needs and situation. Check out the basic hurricane planning guide in the back of the Cape Henry Shore Directory 2001-2002 (much has changed though), the last published CHSCA Hurricane Preparation and Recovery Plan ( July 2006), or come to the next CHSCA meeting scheduled tentatively for April-May.

DEVELOP YOUR PLAN NOW, and next time you get into your car, consider where you could be without your seatbelt.

VDOT cut road funds to beach for next 5 years

Virginia Beach expects to receive $31.2 million from the state for road construction over the next five years. That’s $42 million less than officials had anticipated getting from the Virginia Department of Transportation.

Car broken into at Starbucks this morning

Early this morning, a locked car was broken into and several items were stolen including an iPod.

Wake Forest & Bayberry Street car break ins last night

From Cape Story:

Last night, Sat 4/5 or early Sun 4/6, at least two vehicles were entered and had things stolen.  One was on the Bayside of Wake Forest St. where a cell phone was taken.  The second was on Bayberry St. (landside, near Poincianna) and 2 skateboards were stolen. They were both unlocked and the police were called.  I spoke to one officer who said there have been many reports city-wide about cars being entered that are left unlocked.  She asked for me to remind everyone, “Please lock your cars!!!” If anyone has any information on either of these thefts, please call the police.

Please remember to call 911 if you see a crime in action and call 385-5000 to report crimes after they have occurred or to report any suspicious activity.
